Winston Farm is pleased about the robust support displayed at Wednesday night’s Saugerties Town Board Public Hearing. The owners respect all statements offered and are listening to the community to make the development the best it can be for Saugerties.

The public hearing, the second of two on the Draft Generic Environmental Impact Statement (DGEIS) deemed complete by the Town Board, is an important milestone that solicited feedback on the proposed rezoning application to create a Planned Development District (PDD). Winston Farm’s owners, in collaboration with the Town, are asking, “What should we develop here?” This inclusive approach ensures future development is aligned with community values and vision.

The public comment period remains open until July 28, 2025 -- and your letters to the Town Board are welcome at [email protected]. After that, a Final Generic Environmental Impact Statement (FGEIS) will be prepared, then reviewed and accepted by the Town Board. Once complete, the State Environmental Quality Review (SEQR) process will conclude with a Findings Statement.

The next step is to rezone Winston Farm to a PDD and prepare a Master Development Plan (MDP) outlining land uses, infrastructure and conservation strategies. Each future project will then undergo site-specific environmental review, public input, and Planning Board review.

Winston Farm looks forward to continuing this important conversation with the community so next steps can be taken together.

THANK YOU to the many Winston Farm supporters who helped pack Wednesday night’s Saugerties Town Board Public Hearing. Your robust support is appreciated. Winston Farm respects all statements offered and is listening to the community to make the development the best it can be for Saugerties.

The public hearing, on the Draft Generic Environmental Impact Statement (DGEIS) deemed complete by the Town Board, is an important milestone that solicited feedback on the proposed rezoning application to create a Planned Development District (PDD). The PDD would establish a flexible, well-informed planning and regulatory tool to guide development. This initiative envisions a vibrant, mixed-use community that balances economic opportunity with environmental stewardship and community needs.

Rather than proposing a specific project, Winston Farm is asking, “What should we develop here?” This inclusive approach ensures future development is aligned with community values and vision. News update: The Saugerties Town Board accepted the Winston Farm Draft Generic Environmental Impact Statement (DGEIS) as complete at its May 21, 2025 meeting. Please read and download the document from the Town of Saugerties’ Winston Farm webpage: https://saugerties.ny.us/other/winston-farm

Public hearings will be held at the Frank D. Greco Memorial Senior Center, 207 Market St., Saugerties, NY, 12477 at 6 p.m. on June 18 and July 16, 2025, during which public comments will be accepted. Written comments on the DGEIS will be accepted until July 28, 2025 at 3 p.m.

Comments also may be submitted by emailing [email protected] or mailing them to Saugerties Town Hall, c/o Supervisor or Town Clerk, 4 High St., Saugerties, N.Y. 12477.

The Town of Saugerties is reviewing Winston Farm’s application for a zoning change that would create the Winston Farm Planned Development District. As part of its application, Winston Farm has submitted a Draft Generic Environmental Impact Statement and is collaborating with the Town to provide additional information – a common step within the review process.

If the zoning change is approved, Winston Farm will submit more specific construction plans showing what would be built and where. Saugerties would have to review those plans prior to construction, which would take place over several years. Winston Farm has taken steps to preserve the historic mansion on the site.

The Winston Farm Planned Development District could employ a variety of solutions to successfully manage traffic generated by the residential, commercial, tourism and hospitality uses envisioned for the property.

Recommendations by Creighton Manning Engineering include traffic lights at select locations, timing and phasing of new and current traffic signals to improve traffic flow, and construction of turning lanes and one- and two-lane roundabouts.

These improvements would be implemented by Winston Farm in coordination with the Town of Saugerties, Ulster County and the New York State Department of Transportation.
