The Washington State Housing Finance Commission (WSHFC) is now offering the Covenant Homeownership Program to assist low-income homebuyers harmed by housing discrimination. Established through the bipartisan Covenant Homeownership Act in 2023, this program provides first-time homebuyers with a no-interest loan to cover down payments and closing costs.

Eligibility Requirements:

Household income at or below 100% of the Area Median Income (AMI)
First-time homebuyer
Member of an eligible racial group
Ancestral ties to Washington state before April 1968
Homebuyers can learn more and apply by contacting the Washington State Homeownership Hotline at (877) 894-4663.

‌As part of the program’s implementation, WSHFC is conducting a comprehensive study on the historical and ongoing impacts of housing discrimination in Washington state. NWMLS is supporting WSHFC’s research by providing listing and sales data.
