Once you find a place like this, grab address, Skip trace for contacts, or simply walk up, knock et voila! You’ve got yourself a possible owner who is not interested in up keeping the landscape because they are ready to sell, or have already gotten offers!
Run a 3-5 house comp in a 15 block radius, (10-15 blocks specifically for these areas that change demographics block by block 8! The city) and you will be able to come up with a number that you can reasonably justify to the property owner.
