🌲 Foothill Appraisal Tip of the Week: What Really Counts as a Comparable?

I’m working on an appraisal this week that reminds me why area competence matters so much in the foothills.

The property is a true rural fixer—13 acres, remote access, deferred maintenance, and a few surprises only foothill homes can offer. And guess what? No nearby comparable sales in similar condition.

So I widened the search—not randomly, but the way a real buyer would:
🟢 Remote
🟢 Wooded acreage
🟢 Long commute
🟢 Similar elevation
🟢 Honest-to-goodness “fixer” status

On paper, those homes didn’t look like comps.
But in real life? They are exactly where a buyer would go.

That’s the difference an area-competent appraiser brings to the table.

🏡 Estate Appraisals: Protecting Your Family’s Legacy in El Dorado & Amador Counties

When an estate includes a home or land, a credible appraisal isn’t just a formality—it’s the backbone of a defensible filing.

For estate or trust purposes, the IRS requires a “step-up in basis” to fair market value as of the date of death. This establishes the property’s new tax basis, reducing future capital gains when heirs eventually sell. Having a qualified appraisal that supports that value can prevent costly disputes later.

In El Dorado and Amador Counties—where markets range from lakeside neighborhoods to rural acreage—local knowledge matters. Placerville might show as the city, but a home in Swansboro has a very different market and comp set than one in town.

That’s why area competency is key. A private, non-lending appraisal for estate or tax purposes must get three things right:
1️⃣ The effective date (the date of death, not today)
2️⃣ The right comparable set
3️⃣ A clear market context that explains value at that point in time

It's stunning to see the number of sellers sitting back this year. New listings in the Sacramento region are down 34% from last year and 44% from the pre-2020 normal. That's nearly 7,700 fewer new listings from last year and 11,900 from the pre-2020 normal.

AN APPRAISAL IS NEEDED UPON DEATH OF A PROPERTY OWNER. A routine part of trust administration or probate administration is to obtain an appraisal of each property owned. This is for income tax reasons. Because the income tax basis is increased “stepped up” upon death to fair market value an appraisal is needed to prove the exact date of death value. A licensed appraiser is needed to do this. A realtor’s letter of value opinion is not sufficient. There are licensed residential appraisers and licensed commercial property appraisers. Aside from tax purposes, an appraisal is also useful to determine actual value to help to deciding what to do with a property.
DEATH AFFECTS THE BASIS. The basis of property acquired from a deceased person’s probate estate or trust is generally it’s “fair market value” on the date of the decedent’s death. Thus, the children who inherit a property from their parents through a trust or through a probate proceeding will have a date of death income tax basis. This is known as the step-up in basis at death. An appraisal is necessary to legally prove the date of death value.
