Found this deficiency with attempted cover up last week.
"For those who attended my luncheon, this is a prime example of lateral movement in a CMU (Concrete Masonry Unit) foundation wall. The horizontal displacement of the wall indicates structural pressure, typically caused by soil expansion, hydrostatic pressure, or inadequate lateral support. Conditions like this should be evaluated by a qualified structural engineer to determine the extent of movement and any necessary corrective action."
