Q: Why do I have to fill out an application for each unit?
A: Under the Ordinance, each rental unit must be individually registered with the Borough. This has been a long-standing requirement to provide accurate records for every unit. If a rental application and supporting documentation are not provided for each unit, a rental license cannot be issued. To date, the Borough has already received hundreds of complete rental applications.
Q: In addition to the rental application for each unit, what else is needed?
A: Along with the rental license application for every unit, you must submit one of these documents:
1. Affidavit of Same Tenants, if your tenants are the same as last year.
2. Affidavit of Vacancy, if you currently don’t have a tenant in the unit.
3. Addendum to Lease, if not vacant, or the same tenants, an Addendum to Lease is required with the tenant's signatures on it.
Q: What happens if a rental owner doesn’t submit the filled-out rental application and filing fee by October 1, 2025?
A: After October 1, 2025, a late fee of $30 per month will start to accrue. Rental units with incomplete rental applications will incur a late fee of $30 per month until a complete application is submitted. Properties operating without a valid rental license are subject to enforcement actions, including fines and costs.
Q: How can I pay the $116 per-unit rental license fee?
A: Rental fees can be paid:
1. Online at the Borough’s website, www.eaststroudsburgboro.org
2. By check, payable to East Stroudsburg Borough, 24 Analomink Street, East Stroudsburg, PA 18301
3. Paid at Borough Hall, 24 Analomink Street, East Stroudsburg, PA 18301.
Q: How can I submit the rental application?
A: Applications and supporting documentation can be:
1. Emailed to: [email protected].
2. Mailed to East Stroudsburg Borough, 24 Analomink Street, East Stroudsburg, PA 18301
3. Dropped off at Borough Hall, 24 Analomink Street, East Stroudsburg, PA 18301
Q: Why must we provide the employer’s name for each tenant?
A: The Borough needs to know every tenant’s employer, so the Earned Income Tax is properly collected and distributed to East Stroudsburg. Failure to report a tenant’s employer impacts property taxes for all residents. Most landlords collect employer information from their own rental application forms. The East Stroudsburg rental license application requires employer information for every tenant.
Q: Why was my rental license application returned to me?
A: Incomplete rental license applications are returned when required information is missing or supporting documentation has not been provided, so the owner can correct the information and resubmit the application before October 1, 2025.
Q: Why are you asking for the tenant’s email address
A: The Ordinance requires the tenant’s email address.
Q: Why do I need a property manager if I live nearby?
A: If you live 20 or more miles from East Stroudsburg, a property manager is required.
Q: When I get new tenants, do I need to update the Borough?
A: Yes, when you get new tenants, you need to update your rental license application with the new tenant information and submit an Addendum to Lease to the Borough.
Q: So, an Addendum to Lease is required with every new tenant?
A: Yes, most landlords include the Addendum to Lease in their Lease Agreement, so the Addendum is easily signed when the lease is signed. You don’t need to submit the Lease Agreement, just the Addendum to Lease, with the updated rental license application?
Q: Why are you asking about pets?
A: For rental inspections, pet information provides inspectors with advance notice for allergies or other safety concerns. In emergencies, first responders can rescue pets if they know pets are inside. No one wants humans or pets injured in fires or other emergency situations.
Q: I never had to do anything like this in the past.
A: The Ordinance is clear. Complete tenant information is required in the rental license application. A rental license application is an annual requirement for every unit. Properties operating without a valid rental license are subject to enforcement actions, including fines and costs. In an emergency or fire, it’s critically important for the Borough to know how many tenants reside in each unit, and how to contact them.
Q: My rental unit is currently vacant. Do I still need to apply for a Rental License?
A: Yes. You must complete the application and submit an Affidavit of Vacancy to the Borough. No fee will be required until the unit is occupied.
