This winter and the flooding we experienced definitely took a toll on some Skyline View properties and residents. Our river access, and 358th culvert, suffered at the rage of the Skykomish. We did see neighbors come together to help each other, and people doing whatever they could to mitigate the damage. For that we’re all grateful. We are hoping we are past the danger of flooding until Fall of this year.

Your HOA Board has been busy making sure the roads are in good repair and the water is able to disburse adequately through all culverts. We secured an emergency permit to have the river access culverts and the 358th / 157th culvert temporarily cleared immediately after the flood. The response was quick and efficient, but uncovered a definite problem with the 358th culvert. We are currently completing the process to obtain any necessary permits to do work on that culvert, basically replacing it with an adequate culvert with a much longer life expectancy.You will be given advance warning when this work is to begin, as vehicle access to 157th will be temporarily interrupted. Pedestrian access will be made available, and you will be shown where to park vehicles during the anticipated short construction time. Prior to scheduling this major repair, we will call a meeting of the membership to approve the expenditure, per Washington State Law. Residents on whose property the culvert lies are responsible to keep that culvert clear of debris and not allow brambles and brush to grow and accumulate, impeding the water flow. Asphalt repair will begin as soon as weather allows.

Speed bumps in the neighborhood can definitely use painting again, and we are asking if anyone in the neighborhood is qualified to paint them and wish to do so, please contact the HOA Board with your bid and experience. ​With that; it’s also time to pay attention to your easements, as detailed in the diagram to follow. Last year we received 100% compliance in easement trimming, and had a local contractor dispose of debris at a highly discounted cost. Who do you call for help in our neighborhood? Refer to the Bylaws for rules and regulations enforced by the Board of Trustees. For other issues, please notify the proper authorities.

● Police and Fire: (if human life or health is in danger, there is a threat to property, or if you’re just not sure, call 911). The non-emergency number for law enforcement is 425-407-3999. The Snohomish County Fire Marshall is 425-388-3557. The Puget Sound Clean Air Agency (for air quality or burn ban violations) is 206-343-8800
● Code Enforcement: 425-388-3433. This is for building violations or questions.
● Animal Control: 425-388-3440. Suspected neglect or abuse of an animal, aggressive animal, and barking complaints are examples of what Animal Control handles.
● Snohomish County Health District: 425-339-5250. Call for garbage conditions, sewage problems, and unsafe for human dwelling conditions.
Please make sure you are aware of what violations are covered by the HOA Bylaws and Rules and Regulations. Formal complaint forms must be filled out and signed for the Board of Trustees to initiate communication and a possible fine for violation.



Skyline View has a new Block Watch group! Please read the spring meeting minutes for the report they presented at our spring meeting. A tentative plan for a National Night Out is being discussed, to be hosted by our own Block Watch. This community event is held all over the US on the first Tuesday in August. It typically includes appearances from various law enforcement agencies, community activities like a BBQ or potluck, games and challenges, and activities for children. President Kevin Wilson called the meeting to order at 10:05

Acceptance of Previous Meeting Minutes
Members present had an opportunity to review meeting minutes from the Fall Meeting of the Membership. Kevin highlighted several items. A motion was made, seconded, and passed to accept the minutes as presented.

Skyline View Block Watch
Gary Blankenburg recapped the activity of the new Skyline View Block Watch. Six community members are involved. (An attendee at the meeting volunteered to be part of the block watch and will contact Gary later for information). The Block Watch group has successfully gotten 13 new street lights installed in our community, lighting up previously dark areas and corners. Members in attendance have noticed a decline in suspicious vehicle traffic since the installation, especially on 157th and 158th. Block Watch members made a property management company aware of a nuisance property (abandoned) with drug paraphernalia and hazardous conditions. The management company responded with a crew to secure the residence, and plans to have professionals clear the property of garbage and debris. Their efforts are greatly appreciated. Officers Reports
Treasurer Ruth Shapovalov reports that the total funds in our two accounts are $42,274.21, with $11,400 of that in our reserve fund. All planned improvements for 2026 will be easily covered by this current balance, along with operations costs.

Vice President Kelli Shepard reports on lack of progress with Code Enforcement, Surface Water Management, Dept of Ecology, and Fish and Wildlife regarding continued issues with a property at 358th and 157th.

Culvert on 358th
Progress is being made in obtaining a determination of whether or not a permit is required to do the work. Ruth reports that the representative for the company that will be replacing the culvert believes that the original culvert was built in two sections meeting in the middle, which over time has failed. Those in attendance discuss how to handle the temporary inability to drive cars past that intersection from 157th. It is suggested that the same routine as is followed with an anticipated flood (move vehicles past the intersection) be followed. Kevin proposes making a distinct foot path marked and secure, to keep pedestrians safe during construction. Signs are proposed, as well as cones and a walking grate. Kelli offers to help make signs. A crew will affix notices to impacted individuals’ homes, in English and Spanish, with plenty of notice. Designated parking spots will be noted on 158th.

Open Forum
A discussion regarding the adjacent HOA east of us brings up concerns about discharge of fi****ms. The group discusses whether or not we are in an area in which discharging a firearm is illegal. We are not. From the Snohomish County website: Target and recreational shooting in Snohomish County is regulated by a variety of local, county, state and federal laws. Snohomish County Code (Chapter 10.12) outlines "no shooting areas" on unincorporated, non-Federal lands. A map of "no shooting areas" (PDF) in the county is available for download. While legal, laws must be adhered to regarding safety.

A member expresses concern regarding large vehicles cutting the corner through her yard tearing up the grass and degrading the edge of the pavement. Ruth will mention to Harm’s Paving to add additional gravel and/or patch that corner when they do the other road repairs. The member is setting up a barrier of tree rounds to stop vehicles from cutting over her yard.

An abandoned motor home is partially blocking access to the river gate. This requires attention and removal. Ruth will send a notice to the landowner. This vehicle can be tagged for impound, and a delay is a courtesy.

The HOA Board is reaching out to several agencies for financial and physical assistance in improving our culverts. The ones past the river gate need attention and the one under 358th is struggling due to numerous factors. Here is an email we received today. We have also had Fish and Wildlife as well as Adopt a Stream representatives out to inspect and advise.

“Hi Ruth,

Thank you for your email. Apologies for the delay in responding. My name is Layne Slone, and I am a Grant Fund Coordinator representing the Shorelands and Environmental Assistance Program at the Dept. of Ecology. A couple of grant programs come to mind for your inquiry and below are details for each.

Flood Control Assistance Account Program (FCAAP)
Under FCAAP, emergency flood response work is a grant-eligible activity, and based on the description in your email, this project could be a grant-eligible.

Unfortunately, HOA’s are not an eligible applicant type of organization, but if you reach out to and partner with a city, town, county, conservation district, or special purpose district, such as a flood control district, they are eligible grant applicants for FCAAP. They applicant would be responsible for applying for and managing the grant. We also require that the environmental permits are obtained.

Feel free to visit the FCAAP grant website to learn more about this grant program. The website also has the funding guidelines posted, which details eligible project types, eligible applicants, and other information about FCAAP.

Terry Husseman Account Grant Program (THA)
Based on information in the email, we have follow-up questions before can determine if it’s an eligible project for a THA grant, including which jurisdiction is responsible for the culvert.

Like FCAAP unfortunately, HOA’s are not an eligible applicant for THA grants. If you partner with a city, town, county, regional fisheries enhancement group, conservation district, or other eligible applicant organizations (listed on our website), they would be the grant applicant and if the application is funded, the recipient managing the grant.

This type of project would align with the restoration and enhancement grant project type, and the application period is currently open until Feb. 10, 2026. More details about the THA grant program and our program funding guidelines can be found on the THA grant website.
