Starting July 1, 2026, the Dorchester County Assessor’s Office will transition to an online-only application process for the 4% Legal Residence applications.

What is the 4% Legal Residence assessment?
This program allows homeowners to pay a lower property tax rate on their primary residence. If approved, your home is taxed at 4% of its taxable value, rather than the higher rate applied to second homes, rentals, or commercial properties. In simple terms, it helps reduce your property tax bill on your primary home.

Now through June 30th, residents may still apply in person using a paper application, but paper forms will only be accepted for the current tax year.

Effective immediately, applications for the current tax year and any prior-year refund requests must be submitted through the County’s online portal.

Residents are encouraged to begin using the online system now for a faster, easier, and more convenient experience.
