We’re excited to share that Civitas of Cape Coral was honored at the 2025 Multi-Housing News Excellence Awards, one of the premier national recognitions in our industry celebrating innovation, design quality, and community impact across the country.

ReVital Development Group was proud to be represented by our President, Michael Allan, at the award ceremony this past week in New York. Civitas was showcased alongside leading developments from across the nation. Seeing our work highlighted on such a respected stage underscored the significance of what Civitas brings to Southwest Florida.

Civitas was awarded Best Development & Design: Affordable (Workforce) category, a reflection of the project’s thoughtful, resident-centered design and its resilience in overcoming immense development challenges, from COVID-era disruptions to multiple hurricanes.

This recognition would not have been possible without the dedication of our partners Birdsong Housing Partners and the Lee County Housing Authority. Their leadership and collaboration were instrumental in transforming a decades-long local need into a modern, dignified, and storm-resilient community. ReVital Development Group is excited to share that Civitas of Cape Coral has officially stabilized! 🎉

Civitas delivers 96 units of desperately needed affordable and workforce housing, including 1-, 2-, and 3-bedroom apartments reserved for households earning 30%, 60%, and 80% of Area Median Income ("AMI"). As Cape Coral’s first affordable family housing community in more than 20 years, Civitas represents a major step forward in addressing the city’s housing needs.

Civitas closed just months after Hurricane Ian devastated the region. Combined with rising construction costs, a volatile lending environment, and significant funding gaps, this project required creativity, persistence, and coordinated solutions. Thanks to a broad coalition, including Birdsong Housing Partners, Lee County Housing Authority, Florida Housing Finance Corporation, Lee County, the City of Cape Coral, Raymond James, Fifth Third Bank, Citi Community Capital, and many others, this vision was able to move from concept to reality.

Today, Civitas stands as proof of what can be achieved when community, collaboration, and commitment align. We are proud of this milestone and grateful to our partners, local leaders, and supporters who made it possible. Stabilization is not the end of the journey, but a reminder of the impact we can have when we come together to build opportunities for families and strengthen our communities.

We are incredibly grateful to the Florida Housing Coalition for hosting an impactful 2025 Statewide Affordable Housing Conference. This gathering of affordable housing professionals is always a powerful reminder of the importance of collaboration and innovation in addressing Florida’s housing needs.

We are proud to have been represented by our President, Michael Allan, who contributed to the FORTIFIED: Resilience - Building Above the Code workshop, highlighting the importance of resilience and long-term durability in affordable housing.

We are also deeply honored that our Sweetwater II development in Lake City was recognized with the 2025 Housing Resonance Award. This award belongs not only to our team at ReVital, but also to our incredible partners, the Lake City CDC and Birdsong Housing Partners, who share our vision of creating stronger, more inclusive communities.

Thank you again to the Florida Housing Coalition for organizing an outstanding event and for recognizing the collective effort it takes to make affordable housing a reality across our state.

Thank you Naples Daily News for shining a spotlight on Florida’s Live Local Act and featuring Revital Development as one of the first to utilize this powerful tool to create much-needed affordable housing in Southwest Florida.

We’re proud to have broken ground on Hermosa North Fort Myers - the first Live Local Act development in Lee County - in partnership with Birdsong Housing Partners and the Lee County Housing Authority.

Next, we look forward to breaking ground on one of Cape Coral’s first Live Local developments – Ava Square – in partnership with Birdsong and Bright Community Trust.

Also in our Live Local pipeline is The Residences I & II, which will be one of the first within the City of Fort Myers. This 200-unit community will include at least 65 units dedicated to individuals with developmental disabilities, and is being developed in partnership with Carrfour Supportive Housing, adjacent to the future Goodwill Industries of Southwest Florida headquarters.

Live Local has spurred affordable housing projects in Southwest Florida. A few projects are under construction, or in the works, that have taken advantage of the incentives offered through the statewide initiative.

Ground officially broken! 👷‍♂️ It was a beautiful morning filled with celebration, partnership, and purpose. Earlier this week, we proudly celebrated the groundbreaking of Sweetwater Apartments Phase II - a 48-unit affordable housing community in Lake City, Florida, developed by ReVital Development Group in partnership with Birdsong Housing Partners and the Greater Lake City Community Development Corp.

Sweetwater will provide high-quality, resilient, affordable homes for the families and individuals of Columbia County - strengthening neighborhoods and expanding access to opportunity.

A heartfelt thank you to our distinguished speakers who shared their vision and support: ✨Pastor Tarrece Givens of Souls’ Harbor Church of God in Christ delivered an uplifting opening prayer, followed by a magnificent and powerful performance by Minister Audre Ruis, Lester and Mary McKellum of the Greater Lake City CDC, Troy Wimberly, President of the Greater Lake City CDC, Mayor Noah Walker of Lake City, former Columbia County Commissioner Ron Williams, Steve Auger, CEO of Birdsong Housing Partners, and Michael Allan, President of ReVital Development Group.

A huge thank-you to our local leaders, community advocates, and funding partners who helped make this vision a reality. We are in love with the clubhouse at Civitas of Cape Coral designed by PDS Architecture and HPA Design Group! We believe everyone deserves to experience housing that is safe and affordable, but also beautiful while enjoying a lifestyle enriched by amenities. With over 6,000 square feet, the clubhouse offers on-site property management, a state of the art fitness center, media center, a resort style swimming pool, a multi-purpose clubroom/learning center with access to on-site services, including employment assistance and financial literacy support, and many other amenities for our residents!

ReVital Development Group has closed financing for the construction of Sweetwater Apartments II, an affordable housing community, in partnership with Birdsong Housing Partners and The Greater Lake City Community Development Corp., a 501(c)3, CDC and CHDO. The Sweetwater Apartments will be a multiphase development, with this initial phase creating 48 new affordable homes for families in Lake City, Columbia County, Florida earning up to 60% of the Area Median Income. In addition to private debt, Sweetwater II was awarded 9% low-income housing tax credits from Florida Housing Finance Corporation, along with $1.375 million of funding provided by the National Housing Trust Fund. We’re grateful for all of the partners who participated in contributing to this development, including the City of Lake City, Columbia County, Florida Housing Coalition and PNC Bank, our tax credit investor providing $13.5 million in tax credit equity. We look forward to another successful development design by PDS Architecture and Boral Engineering, Marmer Construction, Inc.-CGC1516900 as the general contractor, and our green building consultant Community Development Reimagined

We thank ULI Southwest Florida for hosting another great event and inviting ReVital Development Group’s President, Michael Allan, to participate as a panelist at the Southwest Florida Focus Real Estate Forum. It’s always great connecting with so many existing and new contacts, whiling gaining valuable insight from Southwest Florida’s industry leaders, and always an added bonus when we get to include affordable housing in these discussions. Last week, we officially broke ground on our newest developments, Hermosa North Fort Myers I & II! ReVital Development Group is developing Hermosa in partnership with Birdsong Housing Partners and the Lee County Housing Authority, a community that will deliver 160 affordable housing units for seniors aged 62 and over, earning up to 60% of the area median income.

We’ve worked hard with our design team and general contractor to ensure Hermosa is not only affordable but also sustainable, energy-efficient, and designed with the needs of our future residents in mind. Our goal was/is to create spaces that seniors can enjoy for many years to come – spaces that foster a sense of belonging, pride, and stability.

Hermosa will be the first new development of its kind in over 30 years in North Fort Myers, and first in Lee County to incorporate the benefits of Florida Senate Bill 102 aka Live Local Act.

Development funding consists of 4% and 9% tax credits, as well as construction debt provided by Bank of America, utilizes federal and state Hurricane Ian recovery funds; $5.25 million in CDBG-Disaster Recovery (CDBG-DR) and $2.75 MM of Hurricane Housing Recovery Program (HHRP), tax-exempt bonds issued by Florida Housing Finance Corporation along with SAIL, SAIL-ELI and NHTF funds, permanent debt provided by Citi Community Capital and Neighborhood Lending Partners, Inc., a Tampa-based CDFI, also providing Capital Magnet Funds.
