Great information from the Pinellas County Property Appraiser office. If you need a FEMA 50% Rule Appraisal for your property, our office is happy to help. We encourage anyone hiring a private appraiser to make sure the appraiser you hire has plenty of experience with this type of an assignment since it is not your typical market value appraisal. Using an inexperienced appraiser could have your report denied by your local building department. FEMA allows a property owner to engage a private state-certified appraiser to perform a retrospective Actual Cash Value (aka “50% Rule) Appraisal, which typically results in a higher structure (building) value. Florida has introduced significant changes to condominium regulations with Senate Bill 4D, in response to the Champlain Tower South tragedy. Key updates include:

- Mandatory inspections for condos three stories or taller every 30 years, and then every 10 years.
- All condos over 30 years old must complete an inspection by the end of 2024.
- Strict requirements for reserve fund reviews and prohibitions on underfunding.
As these rules take effect by January 2025, the condo market is experiencing shifts, with increased sales but also potential financial challenges for older buildings. Developers are eyeing older properties for redevelopment.

🌊 Stay Ahead of the Storm: Crucial 2024 Hurricane Season Insights🌪️

The Atlantic Ocean is heating up earlier than ever, signaling an aggressive hurricane season ahead. 🌡️🌍 Federal meteorologists are predicting up to 25 named storms this year, with 13 potentially becoming hurricanes and up to 7 major hurricanes. The confidence in these forecasts is unprecedented.

What does this mean for us? Colorado State University predicts a 50% chance a named storm will come within 50 miles of Hillsborough and Pinellas Counties, and an 11% chance for a major hurricane to hit Tampa Bay.

Local leaders are taking action. Mayor Ken Welch and other Pinellas County mayors are urging for more storm-hardening funds, emphasizing the need for better resilience programs.

A bill introduced to Florida Legislature seeks to make windstorm insurance coverage both more affordable and available for condominiums if passed. The bills would create a pilot program requiring Citizens Property Insurance Corp (state owned) to cover roofs of condo buildings at the actual cash (depreciated) value, versus the full replacement cost. The bills would require a majority vote by association members and roof inspections to be completed every 2 years. The actual cash value of the covered roof would need to align with reserves required by Florida condo law, meaning reserves must cover the remainder of the cost of a new roof after an actual cash value claim is paid by Citizens.
