Affordable rents are one of the most urgent challenges facing Arizona communities — and leaders in Tempe are working to find innovative solutions.
At the “Innovating the Future of Affordable Housing” conference hosted by Rio Salado College and the Tempe Chamber of Commerce, community leaders, educators, and industry experts discussed how rising housing costs are impacting working families, teachers, and the future of our cities.
Tempe Mayor Corey Woods highlighted the growing reality that many teachers and essential workers can no longer afford to live in the communities they serve.
“Tempe specifically is getting so expensive that it's becoming very hard to recruit and retain teachers in the city,” Woods said. “You've got people who are now teaching in Tempe schools, but they're living way off in the West Valley.”
Mayor Woods said educators who work in Tempe should not have to spend hours idling in traffic to afford to live. Panelists also explored creative solutions including emerging technologies like 3D-printed housing.
Housing is about more than buildings — it’s about creating communities where educators, workers, families, and future generations have homes that meet their needs. The conversation and innovation continues in Tempe as we continue to build A Hometown for All.

The City of Tempe’s commitment to innovation related to the creation of affordable housing is crucial. The city’s support of Hometown for All is what allows the Tempe Coalition for Affordable Housing to grow and operate a portfolio of permanently affordable homes.
A new study by the Common Sense Institute finds that while 21 states saw modest improvements in affordability due to incomes rising faster than expenses, 30 states experienced declines. Of those states that saw declining affordability, households effectively lost an average of 3.2% of their income to rising prices.

According to the study, shelter is the dominant driver of the affordability crisis,. While these costs averaged $1,624/month, or 18.5% of a household’s monthly gross income, they ranged between 13.5% for the most affordable state to 28.8% for the least. On average, annual shelter and utilities costs increased $4,934 between 2019 and 2025. How does this compare to your budget? Comment below.

The Arizona Department of Housing (ADOH) manages the Low Income Housing Tax Credit (LIHTC) allocation.

How Tax Credits Work
A low-income housing tax credit is a dollar-for-dollar credit against the federal income tax liability of the owner (developer or investor) of a low-income housing development. Tax credits that are allocated to a development are claimed in equal amounts for a 10-year period. The rental property generating the credit must remain in compliance with the program guidelines and rent restriction requirements for a period of not less than 30 years from the first taxable year of the credit period.

The amount of tax credits available for allocation each year by ADOH is established pursuant to certain requirements of the Internal Revenue Code. Tax Credits are awarded for specific developments according to ADOH's LIHTC Qualified Allocation Plan. Per the 2026-2027 Notice of Funding Availability, the amount to be allocated this year was $8 million.

There are still some funding opportunities that close in May.

The Arizona Department of Housing (ADOH) manages programs to create, preserve and invest in affordable housing. ADOH does not own housing and it does not build. Instead, they manage programs that administer mostly federal funding to organizations who qualify for funding to build and manage housing our state needs. To qualify, these organizations apply for funding and meet criteria developed by state and federal law. The ADOH was established in 2002.

A new study by the Common Sense Institute finds that Arizona is one of the least affordable states in the country. Out of all 50 states plus Washington, D.C., Arizona ranks 45th in affordability. In 2019, the state ranked 33rd in affordability.

According to the study, household expenses for essential items have increased drastically since 2019. For example, on average, grocery costs increased 25.1%, shelter and utilities costs increased 33.9%, and car insurance costs increased 41.2% between 2019 and 2025. CSI estimates that, on average, households spent $15,400 more for basic necessities in 2025 than they did in 2019.

This is why the City of Tempe’s commitment to innovation related to the creation of affordable housing is crucial.
