NEW ZONING PROPOSED LAWS -
ALL NEIGHBORHOOD NODES VOTE TONIGHT.

Please come and show your support tonight, your presence is needed. It is at beginning of meeting, so you won't have to stay late.

Anyone remember after 2011 Ordinance form-based zoning was passed for Cluster developments and Neighborhood Nodes? - years of packed planning and council meetings full of residents not understanding why all these developments are now " by right" Why was our ability to be heard by Council being taken away? Let’s not do this again. Yes, a lot of hard work, hundreds of hours, and a lot of good information is found in 268 pages of proposed new laws, but does anyone understand the process and residents’ rights?

Form-Based Code - the zoning framework
Regulating Plan - map -assigns site types A, B, C
Site Type Upgrade - changing a parcel from lower to higher density category
Parcel Consolidation - combining parcels to enable larger development
By Right - development approved without 2nd public hearing at Council Level
Heights - 3 stories to 2 1/2 depending on Site-Type
Density - defined only by height, set-backs, and parking
MZEA - Michigan Zoning Enabling Act, Public Act 110 of 2006.
Delegation of Legislative Authority - Council is Legislative giving authority to an appointed body Planning Commission?
Administrative vs Legislative authority?
Planning Commission - administrative. Zoning changes - legislative.
Mastere Plan - inspirational - goals of the city- residents expect to be reduced to laws for protection
Ordinances - Law If not reduced to law then Does Not Need to be DONE

Save Troy Corners has stood in front of Planning & Council for r years regarding our corner at Square Lake and Livernois. Master Plan was revised to give description of each of our 15 Neighborhood Nodes. Those descriptions need to be backed up by laws to protect the vision that was laid out in our Master Plan. I see a bigger impact on most City Neighborhood Nodes if passed tonight as written. I am confident in our elected officials to do the right thing. They have always looked out for the residents. Looking out into the room and seeing residents backing them will add to that support. We want authority of major changes in development, which we believe to be "zoning changes” to still be heard from of our legislative body. City Council. Give them the final approval of zoning changes. I also want ordinances written that protect the vision laid out by our Master Plan.

Here is a link to the upcoming 9 bills being pushed to the floors of both houses in our state. The state wants to take over our local governments as far as developing. While some of these ideas are great I feel they have to come from the local government not the state. Please review and tell our state leave the power at the local level.
