Factory-built homes could help close America's 4.03 million home shortage, but stigma, zoning barriers, and inconsistent definitions are holding the industry back. Recent law changes offer hope, including conventional financing from Fannie Mae and Freddie Mac and new by-right zoning laws in Virginia and California. "Manufactured housing has the potential to revolutionize the way we build homes," said Realtor.com senior economist Joel Berner. "The big things holding it back are perceptions and policy, which can always be changed."
