After 50 years of public service — serving in the United States Army, the Metro Police Department, and the State Department/Federal Government — his impact on so many people is undeniable.

I knew Mr. Charles was a hard worker, but hearing the stories and tributes from his family and friends gave me an even deeper appreciation for the incredible life and career he built.
