A message from Suisun City Mayor Alma Hernandez:
I attended the recent Supervisor District 3 Candidate Forum and would like to address some misinformation regarding the Suisun City Expansion Plan.
First, let me address where we are in the process:
At this time, we are going through the Environmental Impact Report (EIR) studies. The studies will provide us with an in-depth analysis of impacts, mitigation requirements, and feasibility in expanding Suisun City. We expect the EIR report to be brought to the public for review and comment later this year. EIR’s typically include impacts on air and water quality, biological resources, traffic and transportation, noise and aesthetics, cultural and archeological resources, socio-economic and land use. The EIR report will have taken almost a year of work and is expected to produce thousands of pages of analysis.
After the EIR goes through the public process, the City will take all comments from the public and will address the questions submitted before it goes to City Council.
In General, we expect the EIR process to take the rest of 2026, the item to come back to Suisun City Council in 2027, and if it moves forward it would potentially get to the regional board that will make the decision on annexation (Local Agency Formation Commission) in 2028.
Let’s talk acres:
The City is exploring annexing 22K acres that will be broken down as follows>>
-5,726 acres to remain agricultural open space to provide a buffer and Permanently Protect Travis Air Force Base. (Note: This is the current land use zoning for this area)
-1,410 acres for an industrial park. (Note: This is the current land use zoning for this area)
-15,737 acres for development to be broken down into two phases.
Phase 1 (first 20 years): Develop 6,080 acres (approx. up to 150K people)
Phase 2: Develop remaining 9,657 acres (only if feasible-- development will require a new set of environmental studies and new approvals in 20+ years to be able to continue development).
In total (including open space, industrial park, current Suisun City (2,560 acres), and Suisun Expansion Specific Plan), if annexation were to occur Suisun City would be about 25,433 acres of land to be developed in the next 40-50 years. For comparison, the City of Fairfield is currently about 24,128 acres and the City of Oakland is 35,800 acres.
Advisory Vote:
Recently, Solano Together advocates have called for an Advisory Vote on the Suisun Expansion Plan (Approx. $250K in General Funds for a ballot measure). This would be a non-binding vote. This means that if the public votes no, the City Council can still vote yes on moving forward. It also means that if the public votes yes, the City Council can still vote no on moving forward. However, it fails to clarify to the public that neither the public vote nor the vote of the Suisun City Council will determine annexation approval. Ultimately, it will be the Local Agency Formation Commission (LAFCO) who will determine if an annexation is approved.
It is the responsibility of the council and the City to educate the community-at-large of impacts of the potential Suisun Expansion Specific Plan. At this time, that information is not available. The Environmental Impact Report (EIR) will provide information for all of us to be educated on an in-depth analysis of the feasibility of the annexation. For that reason, the majority of the council has not taken action to consider an advisory vote. The majority of the council has determined that it is our responsibility to first complete the studies and analysis and go through the public process of the EIR and protect the integrity of that work for the benefit of our community.
