Revised Water Rates Adopted

Vernal City Council has officially adopted the updated water rate structure outlined in Ordinance 2026-14.

This revised structure was thoroughly researched and shaped with public input in mind, including comments received during the recent public hearing. After listening to community feedback, the City adjusted the proposed rates to better reflect the needs of Vernal residents and businesses while still supporting responsible water use, needed infrastructure investment, and long-term water system sustainability.

Under the adopted structure, water rates will include a meter-based monthly base charge with no water included, along with tiered volume rates based on actual water use. Most residents, and many commercial properties, use a 3/4" meter, which will have a 2026 base charge of $35.00.

2026 volume rates will be:
Tier 1: 0–8,000 gallons at $2.00 per 1,000 gallons
Tier 2: 9,000–15,000 gallons at $3.00 per 1,000 gallons
Tier 3: 16,000–50,000 gallons at $3.75 per 1,000 gallons
Tier 4: 51,000+ gallons at $4.50 per 1,000 gallons

The purpose of this updated structure is to encourage efficient water use, provide a fair and usage-based billing system, ensure adequate funding for operation and maintenance of the culinary water system, and support current and future water infrastructure improvements.

Important billing information:
The June 30 utility bill will still reflect the old rates. Vernal City will begin tracking water use under the new rate structure during the June 21–July 20 billing cycle, and those rates will be reflected on the July 31 bill.

Lately there’s been a lot of conversation about growth and development in Uintah County — so this month, County 101 is all about how planning and zoning decisions actually get made, and how 🫵YOU can be part of them.

First things first: not all land use decisions are the same. They fall into two buckets.

Legislative decisions:

Laws and ordinances get made or changed. Think rezones and code amendments — anything that creates or changes county law. These go through public hearings and must get a recommendation from the Planning Commission before they can be approved by the County Commission. This is where the big-picture “what do we want our county to look like?” questions get answered.

Administrative decisions:

Those rules get carried out. Once the law is on the books, administrative decisions apply it — conditional use permits, building permits, site plans, and similar approvals. Here’s the part that surprises people: if a proposed use meets the standards already written in the code, the county has to approve it. The decision was really made earlier, when the rules were adopted. That holds even for conditional use permits, the county still approves them, often with reasonable conditions to address impacts, and can deny one only if those impacts can’t be substantially mitigated, not just because a project is unpopular or unwanted by the neighbors.

In Uintah County, these rules live in Titles 16 and 17 of the county code. Title 17.33 is the Use Table — it’s the chart that spells out which uses are allowed in which zones, which need a conditional use permit, and which aren’t allowed at all. Why does this matter? Because the best time to weigh in is at the legislative stage — when the rules are being written — not after a permit application has been submitted.

The Vernal City Council will hold public hearings on Wednesday, June 17, 2026, at 6:00 PM in the City Council Chambers to consider final action regarding the following items:

• FY2026 Budget Reopener #1 (Ordinance 2026-15)
• Vernal City Compensation Schedule for FY2027 (Ordinance 2026-18)
• FY2027 Budget (Ordinance 2026-16)

Community input is an important part of the public hearing process. Residents who would like their comments included in the public record but are unable to attend may submit written comments to [email protected].

To be included as part of the public hearing record, written comments must:
✔ Be received by 12:00 PM on Wednesday, June 17

As Vernal City continues to encourage water conservation during current drought conditions, City leaders and staff are taking steps to lead by example and reduce water use wherever possible.

The water fountains at Cobble Rock Block have been turned off for the season. While the fountains use a small amount of continuously recycled water, the Mayor and City Council felt it was important for the City to demonstrate its commitment to conservation in every practical way.

The Vernal City Paddle Pond will also not be held this summer. Although water from the event is typically collected afterward and used to irrigate landscaping at the Uintah County Library and Uintah County Building, City leaders agreed that postponing the event is another meaningful way to support community-wide conservation efforts. We look forward to bringing this popular event back in future years when water conditions improve.

City staff have also been directed to significantly reduce irrigation on City-owned properties. Some landscape areas are receiving no irrigation, while others have been reduced to about one-fifth of a typical watering schedule. The City is also exploring opportunities to convert selected areas to xeriscape and other water-wise landscaping options.

Residents may notice that Vernal City’s downtown flower displays will continue to be maintained this summer. These flowers are watered using non-culinary well water from an underground well at City Hall. This water is not treated for drinking and is separate from the City’s culinary water system, allowing the City to maintain the flowers without using treated drinking water.
