From Industrial Site to Catalyst for Growth: The 200 West Story

In April 2016, Franklin Group saw an opportunity to transform a 15-acre former industrial site at Witchduck Road and I-264 into a vibrant mixed-use community within Virginia Beach’s Town Center Strategic Growth Area. The vision was to move beyond the site’s industrial roots and create a high-quality multifamily development with the visibility, connectivity, and amenities to support long-term growth.

One of the biggest challenges was the lack of City water and sewer infrastructure. Working closely with the City of Virginia Beach, Franklin Group helped develop and deliver a new pump station and stormwater facilities that not only supported 200 West Apartments but also opened the door for future development across an additional 90 acres. Through collaboration, strategic infrastructure investment, and disciplined project management, the team kept the project on time and under budget while helping lay the groundwork for continued growth in the Town Center SGA.
