in older maryland homes, three-prong outlets may be installed on two-wire circuits without an equipment grounding conductor. some may also have a “bootleg ground”. A jumper between neutral and ground that can make a tester read “correct” while creating a potential shock and fire hazard.

for accessible receptacles within your inspection scope:

• test and identify grounded versus ungrounded conditions
• watch for possible neutral-to-ground bootleg connections
• check for gfci protection where required or applicable
• document exact locations with context and close-up photos
• never move, rewire, or repair electrical components

keep the limitation clear: concealed wiring and panel work cannot be verified through a visual, non-destructive inspection. recommend evaluation and approved remediation by a licensed electrician.

Visible causes, not bad luck: attached hose/no interior shutoff; bare pipe in unheated crawl/garage; attic pipe above insulation; uninsulated well line; frozen sump/irrigation discharge backs water inside.

8 tasks: 1) Hoses off; drain bibs. 2) Insulate pipes in crawl/attic/garage/exterior walls. 3) Seal rim joists; keep attic pipes inside insulation. 4) Service furnace/boiler; change filter. 5) Test smoke/CO alarms: about half of heating fires occur December–February. 6) Winterize vacant/rental/second homes; never turn heat off. 7) Winterize irrigation/backflow; protect well heads/pressure lines. 8) Add leak sensors at water heater/washer/main shutoff.

A CERTIFICATE OF OCCUPANCY IS NOT A WARRANTY.

In Maryland, DC, and Virginia, a CO generally confirms a home met minimum legal-occupancy requirements when issued. It is not a statement of quality or workmanship, and it is not a warranty.

CO inspections are staged and code-minimum. They don’t test how systems perform after you move in, verify every manufacturer installation requirement, or catch finish defects and problems that appear after final sign-off.

Common new-home findings include drainage toward the foundation, missing flashing, unsealed penetrations, insulation gaps, blocked attic ventilation, HVAC condensate or commissioning issues, plumbing leaks, missing GFCI/AFCI protection, framing concerns, deck and stair attachment problems, improper dryer vents, garage fire-separation defects, and unfinished punch-list items.

Protect your leverage before closing. A pre-drywall inspection and a final inspection before the walkthrough and closing document concerns while the builder can still address them.

Ask for the builder’s written warranty windows, often 1 year workmanship, 2 years systems, and 10 years structural, but it varies. Schedule an inspection before the first-year workmanship window closes. Keep your CO, plans, permits, warranty paperwork, and reports.

on the inspection date, photograph and record:

• smoke and carbon monoxide alarms: presence, location, condition, and the life expectancy or replacement information printed on each unit

• bedroom egress windows: whether they open from inside without a tool or key. document what you can observe; don’t certify required dimensions or code compliance unless authorized to do so

• portable fire extinguishers: presence, location, accessibility, and whether they are mounted or secured as required by the applicable jurisdiction

use dated observations and clear photographs. avoid language that says the rental is “approved,” “safe for occupancy,” or “code compliant.”

an inspection is not an occupancy certification or a code-compliance certification. those decisions belong to the host and the local authority having jurisdiction (AHJ). refer the host to the county, baltimore city, or other local jurisdiction for current requirements, inspection procedures, and certification.

an overhead garage door is one of the heaviest moving assemblies in a home. two separate safety features are typically involved: a mechanical auto-reverse that responds to contact, and a photoelectric eye/reversal system at the opening. they are different systems. One may work while the other does not.

from a visual, non-destructive inspection, document what you can observe: the presence and apparent condition of each system, door movement, visible hardware and tracks, sensor mounting height and alignment, and any damage, binding, or racking. where safe and appropriate, an observed reversal check may be documented, but never stand, reach, or place yourself, a client, agent, or occupant in the door’s travel path.

use neutral wording: identify the precise location and observed condition. note limitations such as no power, stored items blocking the opening, sensor damage or misalignment clues, or conditions that made testing unsafe. avoid calling the system “safe,” “certified,” “compliant,” or simply pass/fail.

inspectors do not adjust travel limits or force settings, realign sensors as a repair, remove motor covers, lubricate, or repair or replace equipment. never touch torsion springs, cables, or bottom brackets: these stored-energy components require a qualified overhead-door professional.

Maryland HB1132 takes effect October 1, 2026. For certain residential (“retail”) contracts, sellers must notify buyers about changes in required HOA or condo fees and payments. The law also changes what associations may charge for disclosure documents.

Before removing contingencies, read these four things:

1️⃣ Operating budget next to actual spending. Are expenses already higher than planned?

2️⃣ Reserve study and funding. Are reserves strong enough for roofs, elevators, paving, and other major repairs?

3️⃣ Current AND pending special assessments. A “no assessment today” answer may not tell the whole story.

4️⃣ Fee-increase history, the master-policy deductible, and how your walls-in HO-6 insurance fits. A large deductible may affect your real ownership cost.
