Cape Cod moves closer to funding “missing middle” housing with a real estate transfer tax on home sales over $1 million, after the Barnstable County Assembly approved a home rule petition.

The petition lowers the luxury tax threshold from $2 million to $1 million and allows localities to set rates between 0.5% and 4% on the portion above $1 million. It could generate about $60 million annually for affordable, year-round housing.
