I am writing as the Executive Director of Neighborhood Renaissance, Inc., (NRI) a nonprofit affordable housing developer serving Palm Beach County since 1992. NRI requested that News 12 correct/retract the following statements by Grace Bellinghausen regarding Neighborhood Renaissance in the above referenced on-line article. "The row originally consisted of six homes, all listed for $165,000.... However, no buyers came forward, and the project was ultimately abandoned, leaving the houses vulnerable to destruction. "

I do not know where the reporter sourced their information, but it is incorrect. NRI never listed these houses for sale (we are not even the owner of record). The West Palm Beach CRA owns the houses. Secondly, the project was never abandoned by the CRA or NRI but continues to be in the permitting process for renovation/rebuilding, which involves extensive historic preservation, civil, utility, and building reviews. Given the current urgency, it is my understanding that permits are being expedited. As a way of background, the CRA and NRI entered into a development agreement to restore these culturally and historic homes and to convey them to eligible first-time homebuyers, with preference given to qualified long-term Northwest neighborhood residents. The agreement is that the CRA will convey the properties to NRI once all approvals and building permits are obtained. NRI's role is to manage the construction process and upon completion, convey to eligible first-time homebuyers. There has been significant first-time buyer interest, and NRI's housing specialist is working to assist residents to qualify and prepare for homeownership.

We are disturbed by the loss of these three historic homes but remain committed to the original intention/concept of our partnership agreement with the West Palm Beach CRA.

If you are able to help us to restore the remaining 3 homes and to replicate the 3 that were lost - please visit our website at www.neighborhoodrenaissance.org and donate. All donations are tax deductible.

On December 22, 2025, Christmas came early for James Frampton, a homeowner in the Northwood Hills community. Mr. Frampton, a senior resident, had received a citation from the City of West Palm Beach Code Enforcement Office due to excessive growth and landscaping maintenance issues on his property.

Recognizing the need for assistance, Code Enforcement Officer Donald Latimore referred Mr. Frampton to Neighborhood Renaissance to explore support options for resolving his code violation and associated lien. Housing Specialist Ms. Gale Jackson promptly followed up with the homeowner to explain the Legacy Property Preservation Program and its eligibility requirements. After completing the intake process and a thorough review of his file, Mr. Frampton was approved for assistance. Mr. Frampton stated "It was never my intention to let my yard go for so long, I wasn't physically able to clean everything up. The yard was beyond my control which led to the citation. I really appreciate the service and follow up Neighborhood Renaissance provided".

Mr. Frampton received professional yard cleanup services provided by 5-D’s Lawn Care Inc., made possible through the Legacy Property Preservation Program with funding from the Quantum Foundation.

On Thursday, November 13th, Gale Jackson hosted a Code Enforcement Workshop highlighting the most common violations found in Coleman Park. Many thanks to our special guests Rianne Thomas, Manager of the City of West Palm Beach Code Enforcement, and Code Officer Donald Lattimore. Also invited guests Ezra Saffold Jr. and Tammy Haynes of Saffold Paving. Mr. Saffold stated his company offers several services which provide assistance to homeowners and is looking forward to working with the local community.

Manager Thomas led an informative session outlining how violations—such as parking on unpaved surfaces, damaged or deteriorated fences, structural deficiencies, inoperable vehicles, unlicensed rentals, illegal dumping, and litter or debris—impact both the community and property values. She emphasized that failure to correct these issues can result in fines for property owners.

Attendees benefited from valuable education as well as the opportunity to network with community partners.

Residents of Coleman Park, Northwood Hills, or Pleasant City who have received a code violation are encouraged to contact Gale Jackson at 561-832-6776 ext. 107 to learn more about the Legacy Property Preservation Program.

For information on code violations, contact the City of West Palm Beach Code Enforcement at 561-822-1465.

Stay tuned for Neighborhood Renaissance’s next Code Enforcement Workshop, proudly sponsored by the Quantum Foundation.
