The largest housing law since 1990 was passed, and the most useful thing I can tell you is what it won't do.

It won't move mortgage rates. It won't force any corporate landlord to sell. It won't change what your home is worth this year.

What it will do is slower and quieter: cap the biggest investors going forward, make small homes easier to build and finance, and give renters of large landlords a direct line to HUD.

My read: one of the provisions getting a lot of attention, the investor cap, will probably matter least. The quiet provisions aimed at lower-priced homes could matter most. That's where many of Central Ohio's first-time buyers compete.

The biggest federal housing law in 30 years took effect this weekend. Our advice? Don't change a single plan.

Congress passed the ROAD to Housing Act with margins you rarely see: 85 to 5 in the Senate, 358 to 32 in the House. Most of the attention is on the cap on large corporate homebuyers. It's a real change, and it's narrower than it sounds: nobody has to sell what they already own, the exceptions are wide, and the biggest buyers had already been slowing down.

The parts worth watching are quieter. Reforms that make manufactured homes easier to build. A pilot for mortgages under $100,000. Faster approvals for small projects. Each one aims at the more affordable end of the market, right where first-time buyers compete the hardest.

What should you differently given the news?

In our opinion, nothing.

If you were saving to buy, keep saving. If you were getting ready to sell, keep preparing.
