✔ After Feb 15 — Mandatory inspection follow-up
✔ By March 1 — Notify DOHMH if access cannot be obtained

🔹 Rent Control – Applies to apartments continuously occupied since 1971, with very low, fixed rents. Rare today.
🔹 Rent Stabilization – Applies to many more apartments, in buildings with 6 or more units with capped annual rent increases + tenant renewal rights.
Both help keep housing affordable, but rent stabilization covers the majority of regulated apartments.
