Florida lawmakers are moving forward with a bill that could give homeowners the power to dissolve their own homeowners associations. A House committee in Tallahassee has unanimously approved House Bill 657, legislation filed by State Representative Juan Carlos Porras, a Republican from Miami, that would allow residents to vote to terminate their HOA under certain conditions. 

The proposal creates a legal process for communities to dissolve an HOA if enough homeowners agree. The plan requires a petition process and a community wide vote, with at least two thirds of homeowners supporting the termination. The legislation would also create a new Community Association Court program to handle disputes between homeowners and associations.

If approved by the full Legislature and signed into law, the measure would take effect July 1, 2026. Supporters say the bill is designed to increase transparency and accountability in community associations, while giving Florida homeowners more control over how their neighborhoods are governed.

👉 House Bill 775 (HB 775) was approved by the House Ways & Means Committee and sent to the full Florida House for consideration
👉 The bill proposes a gradual phase-out of local government ad valorem (property) taxes on homestead property
👉 The phase-out would occur over multiple years and would require a constitutional amendment approved by Florida voters before taking effect
👉 HB 775 directs the Legislature to identify replacement revenue sources to offset lost funding for counties, municipalities, school districts, and special districts
