Killing the yeast is the most common reason this dough never rises, and it almost always comes down to liquid temperature, pineapple juice and milk hotter than about 110°F actually kills the yeast instead of activating it.

Warm 1 cup pineapple juice and 1/2 cup milk till just warm to the touch, not hot. Stir in 2¼ tsp yeast, let sit 5-10 minutes till foamy. Add 2 eggs, 1/3 cup sugar, 1/2 cup softened butter, 1 tsp vanilla and 1½ tsp salt. Knead in 6 cups flour till smooth, about 8-10 minutes. Rise 1-1.5 hours till doubled, divide into 15 rolls, rise again 30-45 minutes. Bake at 350°F for 18-20 minutes, brush with 2 tbsp melted butter.

Lukewarm is the whole rule, not a suggestion.
