There are many exciting things happening with Zionsville Parks and Recreation including construction on Heritage Trail Park Phase II. You will begin to see expanded parking, a multipurpose pathway along 875 East, dog park drinking fountains, new sidewalks and an additional accessible playground for older children. The department will also be installing a hoop house for future gardening programming.

These improvements are part of the Zionsville Parks and Recreation Five-Year Master Plan and are expected to be complete August 2021.

Snow on the ground makes us all the more ready for summer and the return of Night on the Bricks! The Zionsville Chamber of Commerce asks that attendees wear masks and bring their own chairs. Tables will be preset and the Chamber will change the tablecloths between users. Please order carryout from Zionsville’s food establishments (support local!) - no outside food and drink and no coolers. We can't wait to see you!

Why a Bike Park?

"The proposed park is the site of the former Lebanon City Dump, is this safe?"

The landfill facility is regulated by the Indiana Department of Environmental Management (IDEM) and was closed in the mid 80's. The site was capped with a minimum clay soil cover of 2'. Recent testing on the site to delineate the limits of the buried solid waste discovered that the solid waste is covered with 2 to 5 foot of clay cap material. This delineation further uncovered NO evidence of leachate or gas escaping the solid waste areas. It's also worth noting that in 2001 IDEM tested the water wells in the surrounding areas and found that all local water wells were within acceptable drinking water standards.

The City of Lebanon considers the safety of the public as the highest priority when looking at any project. The City will comply with all IDEM regulations in the development of this site.

IDEM has published a policy document concerning the post closure use of solid waste disposal facilities to encourage the reuse of these facilities for recreational uses, among other uses. https://www.in.gov/idem/files/nrpd_waste-0026.pdf

The EPA also published "Closed Waste Sites as Community Assets: A Guide for Municipalities, Landfill Owners, and Regulators" in 2014 to provide a overview of common approaches to reuse. https://nepis.epa.gov/Exe/ZyNET.exe/P100LHOS.TXT?ZyActionD=ZyDocument&Client=EPA&Index=2011+Thru+2015&Docs=&Query=&Time=&EndTime=&SearchMethod=1&TocRestrict=n&Toc=&TocEntry=&QField=&QFieldYear=&QFieldMonth=&QFieldDay=&IntQFieldOp=0&ExtQFieldOp=0&XmlQuery=&File=D%3A%5Czyfiles%5CIndex%20Data%5C11thru15%5CTxt%5C00000013%5CP100LHOS.txt&User=ANONYMOUS&Password=anonymous&SortMethod=h%7C-&MaximumDocuments=1&FuzzyDegree=0&ImageQuality=r75g8/r75g8/x150y150g16/i425&Display=hpfr&DefSeekPage=x&SearchBack=ZyActionL&Back=ZyActionS&BackDesc=Results%20page&MaximumPages=1&ZyEntry=1&SeekPage=x&ZyPURL

Reuse sites can be seen throughout the county and the State of Indiana. Perhaps the most pertinent example we can present is the Lebanon Bike Park in Lebanon, OH. They built their bike park in much the same manner as we intend to, on a closed Landfill Facility. The only difference is where Lebanon, OH was required to place 1' of additional clay cap fill, we are proposing to place up to 5' of additional fill to better isolate the solid waste and promote improved drainage. Lebanon, OH is great example of turning a community eyesore, a closed City Dump, into a safe and fun community asset. Their parks superintendent has called their Bike Park their most celebrated and visited park facility!
