The government of Vietnam have recognized this need, and have recently taken steps to provide additional support for those developers willing to take on projects in the low-income social housing sector. In particular, developers can now benefit from subsidies offered by the government as part of their efforts to increase social housing supply.
It has been reported that in 2011-2020, only 248 social housing projects providing 100,000 apartments were developed, and in Ho Chi Minh City, only 15,000 apartments delivered during 2016-2020. In late 2022, during a conference chaired by Prime Minister Phแบกm Minh Chรญnh, a target of 1.2 million homes are targeted by 2030.

Real estate developers also stand to benefit from opportunities in terms of tax breaks offered by the Vietnamese government. For instance, under a new law introduced in 2018, developers building low-income social housing units will be exempt from certain taxes related to land usage and property registration fees. This exemption is expected to be applicable on all eligible developments across Vietnam.

Local authorities are also providing incentives such as lower interest rates on loans when financing construction projects for affordable housing development. These measures combined provide developers with an attractive opportunity to build low-cost dwellings that serve a social good while also turning a profit in their own right.
