ATTENTION "CARMEL" RENTAL HOME OWNER'S - INVESTORS

Don't forget: Carmel rental registration due January 31, 2026
If you or your clients currently lease single-family rental properties (including condos and townhomes) in Carmel, it's important to register for the city's new registry and permitting program by January 31, 2026. Registering by this deadline qualifies the property for legacy status.

Legacy status ensures that a rental property will receive a permit even if the percentage of rentals in a neighborhood hits the 10% cap. Legacy status remains in place until the property changes ownership or until a violation occurs that could result in permit revocation.

Beginning February 1, 2026, Carmel will start enforcing the new requirements. Properties that are not properly registered by then may face fines. Keep in mind that the city offers several exemptions to the registry, and individual HOAs may have their own rental restrictions, which can sometimes be more restrictive than city rules. Be sure to review the specifics that apply to your property to ensure full compliance.

ATTENTION: Rental Property Owners in Carmel & Fishers, Indiana

All long-term rental properties in Carmel and Fishers must be registered by December 31, 2025.

On Monday, April 21, 2025, the Fishers City Council voted unanimously to implement the Home Rental Registration & Permitting Program under Fishers Code of Ordinances Chapter 163.
Rental registration opens June 2025, and enforcement begins January 1, 2026.

Due to new rental registry and permitting requirements in both Fishers and Carmel, all single-family rental properties—including condos and townhomes—must register with the city and obtain a permit in order to legally operate. Current rental properties must register by December 31, 2025 to receive Legacy Status or they may be restricted by the new 10% rental cap per subdivision.

Important Deadlines & Consequences

Register by December 31, 2025 to qualify for Legacy Status

Legacy Status guarantees a rental permit regardless of the 10% cap

Owners who do not register by the deadline will not be eligible for Legacy Status and may be denied a permit if their neighborhood reaches the 10% limit

Enforcement begins January 1, 2026

Properties that do not register may face fines and penalties

What Is Legacy Status?

Legacy Status ensures a property will receive a rental permit regardless of neighborhood rental density, as long as registration is completed by December 31, 2025.
Permits remain valid until the property ownership changes or a violation causes permit revocation.

Some homeowners associations (HOAs) have implemented additional rental restrictions.
