DAG is a key partner to TDF. Mgwatyu has been central in getting City of Cape Town officials to engage directly with TDF members. He describes the shift from “officials throwing rules into our faces” to “champions from inside the municipality” through one-on-one engagements that DAG helped broker. He credits TDF’s working group, supported by DAG, for pushing the City to create new rules for the micro-developer sector. The recent by-law amendment allowing 8-12 units on plots without rezoning is a result of years of this advocacy. At the TDF AGM on 18 April 2026, he handled Welcoming & Introduction and the “Questions and Way Forward” session, positioning him as a facilitator between TDF members, DAG, and government. Mgwatyu publicly frames TDF micro-developers as addressing poverty, job creation, asset wealth and safety — helping legitimize the sector with government and finance

It’s a new dawn for the Small-Scale Rental Housing Sector in Cape Town

The Small-Scale Rental Housing Sector is a recognition that the future of affordable housing delivery does not only rely on the State/ Government alone however the State/Government has a role of creating an enabling regulatory, policy and institutional environment.

Excitingly, on the 26th of June 2025, the City of Cape Town (CoCT) approved the amendments to its Municipal Planning By-Law (MPBL) which will enable small-scale developers to develop up to 12 small-scale rental units on properties zoned Single Residential 1 or 2 (SR1/SR2) without going through a rezoning application. The Township Developer Forum (TDF) (who strongly advocated for these amendments) welcomes these amendments as they mark a significant step of relieving small-scale developers from the cost burdens and cumbersome process of going through a rezoning process.

In addition to the MPBL amendments, the TDF is looking forward to the release of the off-shelf prototypical plans that were developed by the CoCT to accompany the MPBL amendments. These prototypical plans are also intended to improve the quality of submissions thus reducing the costs and time associated with building plans application.

As TDF, we are excited about the recognition of the contribution made by small-scale developers in delivery of the much-needed affordable housing and we continue to collaborate with various stakeholders (public, private & civil society) for the advancement of the small-scale residential housing sector.

This is the A-team that brought you the R20 million rand subsidy early this year. We worked with various stakeholders the likes of DAG, Prof Francois Viruly from UCT, uMastandi, City of Cape Town and other institutions.

This team is working again, on a bylaw where we will soon hear the public participations across various areas of the City of Cape Town in order to make the building of rental flats easy and simple.

Unused land around the City of Cape Town shouldn't be useless but micro-developers are there to make it useful. The municipal land release is one of the centre of attention here at TDF, we are also working on this.

With this amount of work done, we call upon all resident developers, micro developers around Cape Town to join this forum for a change in the small scale rental housing development.
