A low levy feels like a win when every rand counts. It can also be a warning sign.

More South African buyers are now filtering property searches by levy amount before price. But a below-market sectional-title levy often hides an underfunded reserve fund, and a special levy that's still coming.

"A low monthly levy shouldn't be celebrated; it should be questioned," says Just Property CEO Paul Stevens.

Under the Sectional Titles Schemes Management Act, every scheme must run two funds: an administrative fund and a reserve fund (plus a mandatory 10-year maintenance plan). When trustees keep levies artificially low, they're not saving owners money; they're postponing the bill. And deferred maintenance always returns as a bigger one.

The knock-on risks are real: surprise special levies, home-loan rejections (banks want two years of audited financials and the 10-year plan), underinsurance, and weaker resale.
