Your municipal account and rates statements. With 1 July around the corner, the next few are worth reading closely ๐Ÿ 

Your insurance policy schedule. Building cover, contents cover, and the schedule itself, not a cover note from years ago.

Maintenance records and contractor invoices. Insurers are stricter on preventable damage, and the maintenance trail is part of how the property is insured now.

Who insures what in a rental property?

The landlord covers the building. The tenant covers their own contents, which means furniture, electronics, clothing, and everything inside that belongs to them ๐Ÿก

Vehicles sit on the tenant's cover too, not the building's. A car in a parking bay is the tenant's responsibility.

The May storms highlighted that no incomplete checklist is good enough ๐Ÿ“Œ

The buildings that survived were not the ones with the longest unchecked list. They were the ones where someone had cleared the gutters.

A blocked gutter becomes a damp ceiling by July. And insurers have become noticeably stricter, declining claims where owners cannot show the property was properly maintained ๐Ÿ 

So the strong opinion holds. Any dry day in June is a gutter day.

Two compliance dates worth flagging today, both landing on 30 June ๐Ÿ“Œ

The PAIA annual return is an obligation under the Promotion of Access to Information Act, and the annual return needs to be filed today. Most owners and managing agents know this, but some treat it as a calendar reminder rather than a real compliance task ๐Ÿ 

The second is the close of the public comment period on the proposed PIE Act amendments. PIE governs how unlawful occupation matters are dealt with, and the proposed amendments materially change the framework for owners and landlords.

๐ŸŸง Credit where it is due. The City of Cape Town has published amendments to its 2026/27 Draft Budget that do away with the unfairly imposed City-wide cleaning tariff and the Water and Sanitation fixed charges based on property value bands.

The amendments are in response to the recent Western Cape High Court ruling, and the headline changes are these:

- The City-wide cleaning tariff for residential properties has been removed
- Fixed Water and Sanitation charges based on property value bands have been removed and will revert to water meter size
- The Residential Rate-in-Rand has been reduced by 2.08% and the Business and Commercial Rate-in-Rand has increased by 0.51%
- The Residential Property Rates Reduction has been raised to R620,000 for properties valued at up to R8 001 000, up from R500,000

Property owners have until 10 June 2026 to comment ๐Ÿ

There has been a significant development on the City of Cape Town's cleaning, water and sewerage tariffs that came into effect on 1 July 2025 ๐Ÿ 

SAPOA has successfully challenged the "charges based on property value bands" structure in court, and the ruling has gone in favour of property owners. The structure as it stood has been set aside.

A few things worth knowing. No refunds will be issued for the period already paid under those tariffs. The ruling shapes what comes next, not what came before. Any new tariff design will have to hold up to the same legal test, which means the next round of municipal accounts is worth reading carefully when it arrives.

For trustees, owners and tenants, the practical takeaway is to keep an eye on how charges are presented going forward and to query line items that look unfamiliar or unclear.
