The conveyancer applies for Rates Clearance Figures from the local authority (municipality) on behalf of the seller. When these are issued it shows a breakdown of outstanding debts - once the outstanding amounts are settled by the seller, the certificate is issued. The outstanding debts could apply to: municipal service fees, surcharges on fees, property rates and other municipal taxes, levies and duties.

A Rates Clearance Certificate is the certificate issued by a local authority stating that there is no current outstanding debt due by the seller for the property, only once this has been issued can the conveyancer proceed with lodgement in the Deeds Office.
