Before a property can be transferred, the municipality must issue a Rates Clearance Certificate (RCC). This certificate confirms that all rates, taxes, electricity, water, sewerage, and refuse amounts are paid up — including an advance payment covering about 60 - 120 days.

Here’s what sellers should know:

šŸ”ø The seller is responsible for settling these amounts.
šŸ”ø Payment must be made via the conveyancer, not directly to the municipality.
šŸ”ø Once the RCC is issued, the seller’s municipal account usually reflects a credit, meaning no more monthly payments before transfer.
šŸ”ø After registration, the conveyancer applies for a refund of any unused portion — but be patient! Municipal refunds can take months to finalise.
