Chicken Mother in law curry.
Brown chicken fillets/pieces.
Add Chicken spice and salt to taste;
Put aside;
Fry onion, chopped in oil until softened. Add 2 Tablespoons of Mother in law spice and 2 Tablespoons of Masala, mix well with onion;
Add chicken and mix;
Add 2 x chicken stock already dissolved in boiling water;
Add 1 x tin of relish;
Add 100ml vinegar;
Cover pot and cook for 1 hour;

Donderdagoggend, tydens 'n spesiale Raadsvergadering, het ek die volgende gekommunikeer:

TERUGVOER OOR SPESIALE ONDERSOEK-EENHEID SE VERSLAG
Mosselbaai Munisipaliteit het met dank kennis geneem van die Spesiale Ondersoek Eenheid (SOE/Valke) se verslag rakende hul ondersoek na korrupsie met COVID-19 verwante uitgawes. Ek verwelkom president Cyril Ramaphosa se besluit om die inhoud van hierdie verslag aan die publiek bekend te maak. Hopelik sal vervolging ook binnekort ingestel word teen diegene wat in die bevindinge van die SOE-verslag uitgewys word.
Dit is veral verblydend dat die ondersoek deur die SOE geen bewyse kon vind vir die vals bewerings wat teen die Mosselbaai-munisipaliteit gemaak is nie. Gevolglik het die SOE hul ondersoek afgehandel sonder enige bevindinge.
Die bewerings, deur 'n dienende opposisieraadslid, het die Mosselbaaise belastingbetalers egter duur te staan gekom. Na die SOE-ondersoek het die munisipaliteit 'n rekening van die SOE vir R1,279,596-71 ontvang.
Die dienende opposisieraadslid het onder meer valslik beweer dat onreëlmatighede met die verkryging en verspreiding van kospakkies en PPE voorgekom het.
Die SOE-verslag meld spesifiek dat, toe die ondersoekers die klaer (wat in die verslag geïdentifiseer is) ondervra het om verdere besonderhede te bekom, was hierdie bewerings uiteindelik beperk tot 'n vae, ongegronde bewering dat die Mosselbaai-munisipaliteit die fondse misbruik het om stemme te "koop" deur die verspreiding van die kospakkies en PPE aan polities geselekteerde/voorkeur persone.
Ek stel voor dat 'n Raadsitem oor hierdie aangeleentheid voorberei sal word.

SENSUS22
As Burgemeester van Mosselbaai doen ek 'n beroep op inwoners om kennis te neem van, en deel te neem aan die komende Sensus2022.
Sonder bygewerkte bevolkingsdata is dit moeilik om behoorlik te beplan of voor te berei vir projekte tot voordeel van ons gemeenskap.
Befondsing vir toelaes om ons deernisbegunstigdes te help, is gegrond op die aantal mense wat in 'n munisipale gebied woon. Dus, as almal nie getel word nie, beteken dit dat belastingbetalers meer belasting sal moet betaal om dieselfde vlak van dienslewering te ontvang. Die laaste sensus is in 2011 gedoen.
WANNEER?
Statistieke Suid-Afrika sal Sensus 2022 vanaf 2 Februarie onderneem.

Stats SA sal vir die eerste keer 'n digitale sensus hou wat opsies verskaf oor hoe inwoners getel wil word deur die multi-modale benadering tot data-insameling, naamlik:
• Rekenaarondersteunde Persoonlike Onderhoud (CAPI),
• Rekenaarondersteunde Webonderhoud (CAWI), en/of a
• Rekenaarondersteunde telefoniese onderhoud (CATI).
Daar word van inwoners vereis om te registreer om die voorkeuropsies te kies om die sensusvraelys óf met óf sonder die bystand van 'n sensusveldwerker te voltooi.

KOMMER OOR PETROSA
Baie van u sal bewus wees van die Artikel 189-proses wat deur PetroSA begin is om tussen 800 en 850 werknemers af te dank. Tans probeer ons om met besluitnemers van hierdie staatsbeheerde entiteit in gesprek te tree, maar sonder sukses.
As gevolg van die wanbestuur van hierdie entiteit oor soveel jare, kan die werknemers en inwoners van Mosselbaai uiteindelik 'n stewige prys moet betaal want hierdie afdankings sal ons dorp en distrik negatief raak.

NEE VIR BUITENSPORIGE ELEKTRISITEITSPRYSVERHOGING
Ons doen 'n beroep op die gemeenskap om aanlynpetisies te ondersteun om Eskom te keer om die elektrisiteitstariewe met 20,5% te verhoog. Die realiteit is dat dit die 20,5% eintlik slegs die ore van die seekoei is.
In die DailyFriend van 26 Januarie noem die verslaggewer dat Eskom by NERSA aansoek doen vir 'n verhoging van sowat 44,5% in elektrisiteitstariewe oor die volgende drie jaar. Eskom vra vir 'n verhoging van 20,5% in tariewe, plus 'n 5% terugwerkende verhoging, vir hierdie jaar. Volgende jaar wil Eskom 'n verhoging van 15% hê, en 'n styging van 5% in die derde jaar. Dit kom bo-op die styging van 180% in reële terme in elektrisiteitspryse oor die afgelope 15 jaar.

Laastens wil ek graag die gemeenskap inlig dat ons nuwe Munisipale webwerf vandag in werking tree. Ek bedank en wens ons IT-afdeling geluk met hul harde werk in hierdie verband.

On Thursday morning, during a special Council meeting, I communicated the following:

FEEDBACK ON SPECIAL INVESTIGATING UNIT’s REPORT
Mossel Bay Municipality has gratefully noted the Special Investigating Unit's (SIU/Hawks) report regarding their investigation into corruption with COVID-19 related expenditure. I welcome President Cyril Ramaphosa's decision to release the contents of this report to the public.
Hopefully prosecution will also soon be instituted against those pointed out in the findings of the SIU in the report.
It is particularly gratifying that the investigation by the SIU could not find any evidence for the false allegations made against the Mossel Bay Municipality. As a result, the SIU concluded their investigation without any findings.
However, the allegations, by a serving opposition councillor, cost the Mossel Bay taxpayers dearly. After the SIU investigation, the municipality received an account from the SIU in respect of R1,279,596-71.
Among other things, the serving opposition councillor falsely claimed that irregularities with the procurement and distribution of food parcels and PPE had occurred.
The SIU's report specifically states that when the investigators questioned the complainant (identified in the report) to obtain further details, these allegations were ultimately limited to a vague, unsubstantiated allegation that the Mossel Bay Municipality misused the funds to "buy" votes by distributing the food parcels and PPE to politically selected/preferred persons.
I suggest a Council item be prepared on this matter.

CENSUS22
As the Mayor of Mossel Bay, I urge residents to note and participate in the upcoming Census2022.
Without updated population data, it is difficult to properly plan or prepare for projects to benefit our community.
Funding for grants to help our indigent population is based on the number of people living in a municipal area. So, if one is not counted, it means that taxpayers will have to pay more taxes to receive the same services. The last census was done in 2011.
WHEN?
Statistics South Africa will undertake Census 2022, from 2 February.

For the first time, Stats SA will conduct a digital census providing options on how residents want to be counted through the multi-modal approach to data collection, namely,
• Computer Assisted Personal Interview (CAPI),
• Computer Assisted Web Interview (CAWI), and/or a
• Computer Assisted Telephonic Interview (CATI).
Residents are required to register to choose the preferred options to either complete the census questionnaire with or without the assistance of a census fieldworker.

CONCERNS ABOUT PETROSA
Many of you will be aware of the Section 189 process that was started by PetroSA to dismiss between 800 to 850 employees. Currently, we are trying to engage with decision-makers of this state-owned entity, but with no success.
Due to the mismanagement of this entity for so many years the employees and people of Mossel Bay may end up having to pay a hefty price as these dismissals will negatively affect our town and district.

NO TO ELECTRICITY PRICE HIKE
We are urging the community to join online petitions to stop Eskom from raising the electricity tariffs by 20.5%. The reality is that this is only the ears of the hippopotamus. In the DailyFriend of 26 January, the reporter mentions that Eskom is applying to NERSA for a rise of about 44.5% in electricity tariffs over the next three years. It is asking for an increase of 20.5% in tariffs, plus a 5% retroactive rise, this year. Next year it wants a 15% increase and a 5% rise in the third year. This comes on top of the 180% rise in real terms in electricity prices over the past 15 years.

'Protect yourself against historic property debt'

The recent ruling by the Supreme Court which states that the current owner can be held liable for any arrears in taxes, rates and other utilities incurred by past owners - going back up to 30 years - comes as a blow to the property market.

Currently the Local Government Municipal Systems Act states that a seller of a property is responsible for all debt incurred over the previous two years, which much be settled in order to obtain a rates clearance certificate under section 118(1), before the property can be transferred to a new owner. The latest judgement by the SCA would seem to uphold this stipulation, but extends the period for which an owner / seller can be held liable for historic debt.

"While this judgement will almost certainly be challenged in the Constitutional Court it has certain far reaching and immediate ramifications for buyers, sellers and lenders", says Bruce Swain, MD of Leapfrog Property Group, "If our municipalities were all known for their efficiency and accurate accounting this ruling wouldn't present much of a problem, unfortunately there are numerous stories indicating that local municipalities often make accounting mistakes and have questionable record keeping. This means that sellers could believe themselves to be in the clear but suddenly get saddled with unexpected debts when trying to sell. On the other hand buyers could take ownership of their new home only to be told that theyre liable for the previous owners unsettled debt".

What is certain to make banks weary to lend is that the ruling allows municipalities to sell the property in question if the debt isn't paid. The municipality is then allowed to claim from the proceeds of the sale first. Depending on the outstanding amount this could mean that the lending bank doesnt recoup all of its money.'

"There is no question that buyers, sellers and lenders will have to do their research very carefully before engaging in a property transaction as a rates clearance certificate isn't necessarily a guarantee that all debts are settled, according to the municipality", explains Swain. While the judgement will hopefully make its way to the Constitutional Court Oosthuizen & Co Meyer de Waal Attorneys has advice on how both buyers and sellers could try to protect themselves:

Buyers can ask for a clause to be included in the sales agreement in which the seller agrees to undertake all debts on the property. The agreement could also include the proviso that the buyer has the right to claim damages from the seller, should the buyer be faced with a claim at a later stage.
Sellers on the other hand could protect themselves under the Voetstoots clause which frees them from any liability related to the property. According to the law firm another option would also be for sellers to take out insurance in order to indemnify themselves from municipal debt claims.
"The long and the short of the current situation is that all parties involved in a property transaction will need to do their due diligence - in as much as this is possible - to ensure that there is no outstanding municipal debt on the property. Clauses can be included in the sales agreement but essentially, this judgement makes no sense and will hopefully be overturned before it causes further chaos in an already delicate market", believes Swain.
