In Zimbabwe, the Land Reform and Resettlement Act of 1992 is the primary legislation that articulates the ownership of communal land by the state. This act establishes the legal framework for land reform and redistribution in Zimbabwe and provides for the acquisition, allocation, and administration of land, including communal land.

Under the Land Reform and Resettlement Act, communal land is vested in the President of Zimbabwe, who holds it in trust on behalf of the state. The act empowers the President to allocate and redistribute communal land for various purposes, including agricultural development, resettlement, and other communal needs. It also governs the rights and responsibilities of individuals and communities residing on communal land.

In summary, Sabhuku does not own communual (rural) land thus does not also reserve rights to sell the state land. In a 'Sabhuku deal, an illegitimate owner will be selling you land that is owned by the state thus the state reserves rights to do as it deems right with communal land. It's cheaper to acquire communal land either by these sabhuku deals or by free allocation from the sabhuku, but if you would want to invest it's wiser to acquire your own piece of land with title. In a situation where the state has interests on the land you possess you can be compensated but if it's communal land there's no compensation because the land is already the government's.
