ADGM Launches Digital Real Estate Services in Abu Dhabi

Abu Dhabi Global Market (ADGM) — the capital’s financial free zone operating under English common law — has introduced a new suite of digital services that will fundamentally transform how the real estate market operates in the emirate.
Through the ADGM Registration Authority (RA), it is now possible to register, terminate, and evaluate property transactions online, fully within the ADGM legal framework.

What Has Changed
▫️ A regulated procedure for off-plan contract termination is being introduced.
If a buyer or developer wants to terminate an agreement during the construction phase, this can now be done officially through the RA, with all rights recorded and registered.
▫️ A reservation agreement is being launched — a formal contract for reserving a unit that has not yet been transferred.
Previously, such agreements existed only informally between buyers and developers; now, they receive official legal status and protection in the RA registry.
▫️ SMART Valuation is introduced — a digital property or land valuation tool through a certified channel, providing an officially recognized market estimate verified by the RA system.
▫️ A unified escrow service is on the way, fully integrated into the digital platform.

Funds will be automatically released only after contract conditions are fulfilled — replacing the manual procedures currently used.

At the moment, Abu Dhabi transactions are still largely paper-based.
To resell an off-plan or secondary unit, parties must sign physical sale agreements instead of processing them through a unified digital system like in Dubai.

Now, ADGM is centralizing the entire process under its Registration Authority, which operates under English common law and acts as an independent guarantor of legality and transparency.

A clear and valuable step forward for the market:
It establishes a transparent framework for regulation and investor protection — a foundation for Abu Dhabi’s next stage of real estate evolution.

Figure of the day: +7.5% — that’s how much Abu Dhabi’s population grew in 2024, reaching 4.1 million people

The emirate is growing faster than global financial centers. For comparison:

Dubai — 4.6%,
Singapore — 2.2%,
London — 1%.

Over the past 10 years, Abu Dhabi’s population has increased by 51%—from 2.7 million to 4.1 million. The economy is expanding, new companies and brands are arriving, and with them a growing demand for quality housing.

For investors, this means Abu Dhabi’s real estate market will continue to grow. In the first half of 2024, real estate transaction volume rose by 42%. At the same time, home prices in Abu Dhabi are 20–30% lower than in Dubai, while quality is higher.

DXB prepares to relocate to Al Maktoum – what it means for real estate
Dubai Airports CEO Paul Griffiths has said that Dubai International (DXB) will reach its maximum capacity of around 115 million passengers by 2031 and that all operations will shift to Al Maktoum International (DWC) by 2032.
He explained there would be “little sense” in running two large hubs less than 70 km apart, so every service will eventually move once DWC has enough capacity.
The airport operator hasn’t yet confirmed what will happen to DXB; rebuilding its aging facilities would be expensive, so it may be repurposed or redeveloped rather than staying open for passengers.
For investors, the focus shifts south. Property in Dubai South remains about 60 % cheaper than Downtown or Business Bay—around Dh750–850 per sq ft versus Dh2,000–2,500 in prime areas.
Yet sales in Dubai South topped Dh15 billion in the first five months of 2025, with rents rising 20 %; analysts expect values to climb another 15–20 % as the Blue Line metro, Etihad Rail and new runways come onstream.

Dubai Ranks First in the World for Inflow of Foreign Investment

In the first half of 2025, the city attracted $11 billion and became the global leader in the number of new projects and company headquarters, reports Arabian Business.

Over just six months, 643 foreign direct investment (FDI) projects were launched here — a record since 2003.

The largest investors in Dubai came from the United States, the United Kingdom, France, India, and Saudi Arabia. The top sectors were business services, hospitality and tourism, logistics and warehousing, consumer goods, and real estate.

Why Dubai? A strong economy, investor confidence, and a focus on fintech, AI, creative industries, and tourism.

All of this shows that Dubai is a world-class business hub — and further proof of the reliability of real estate investments.
