A Statement Regarding the Foxwoods Development
Tonight, the Town of Stratford held a Public Meeting regarding its proposed new Official Plan and Zoning & Development Bylaw. During the meeting, a number of residents also expressed concerns and questions regarding the future development of Foxwoods, residential density, and prefabricated housing.
As the developer of Foxwoods, Flourish Development Group values the feedback of residents and understands the importance of protecting the quality, character, environment, and long-term value of the community. We would therefore like to provide some clarification on several points raised during the discussion.
Foxwoods consists of approximately 70 acres, with a total of 325 residential units planned across the entire development. More than 30% of the overall development is being preserved as public green space.
From the beginning, Foxwoods has been planned under the principles of a Sustainable Subdivision. Our approach is not to build as many homes as possible on every available piece of land. Instead, by modestly concentrating housing in appropriate areas, we are able to preserve significantly more land for public green space, trees, and natural areas.
For this reason, we believe density within Foxwoods should be considered in the context of the entire 70-acre community, rather than by looking only at the number of homes within one particular area. The overall plan includes single-family homes, semi-detached homes, different housing types, roads, substantial public green space, and preserved natural areas.
Responsible housing density and environmental protection do not have to conflict. In fact, achieving a balance between the two is one of the fundamental principles of sustainable community planning.
We would also like to clarify some questions regarding prefabricated and modular housing.
Flourish is currently demonstrating and evaluating a new foldable home in Stratford as part of our exploration of innovative housing technologies. This does not mean that Foxwoods Phase 3 will be developed using the same foldable demonstration homes.
If prefabricated construction is considered for future phases of Foxwoods, it may take many different forms, including prefabricated wall panels, structural components, or other factory-built building systems that are completed and assembled on site.
Regardless of the construction method, all homes must go through the applicable design, engineering, permitting, inspection, and approval processes and comply with applicable Canadian building codes, CSA certification requirements, and other relevant Canadian standards.
We believe that prefabricated construction does not mean lower-quality construction. Modern prefabrication can deliver attractive, contemporary, energy-efficient homes with consistent construction quality. With PEI facing increasing construction costs, labour shortages, and continued demand for housing, we believe this is an important area worth exploring.
Flourish is also studying the possibility of establishing local manufacturing capacity in Prince Edward Island, with the goal of connecting innovative building technologies with local employment, housing construction, and economic development.
As the long-term developer of Foxwoods, our interests are closely aligned with those of the residents when it comes to protecting the quality, environment, and long-term value of the community. Our goal is not simply to build more houses. Our goal is to create a community that maintains its quality, attractiveness, and value for many years to come.
We appreciate the community’s interest in Foxwoods, and we respect the questions and concerns that naturally arise when new planning ideas and building technologies are introduced.
Our goal remains to find a responsible balance between housing needs, environmental protection, community quality, and sustainable development—and to make Foxwoods a community that both existing and future residents can be proud to call home.
