A developer in Vancouver listed 30 brand new condos at once, priced 15 to 20 percent below what they were originally asking.

Within hours, 50 different buyer groups reached out.

Not within a week. Hours.

That single move says a lot about where the new condo market actually sits right now. There are 5,400 brand new condos sitting empty in Vancouver, and they barely show up in the numbers most people are watching.

In 2025, a city that spent two decades being called the hottest real estate market in North America had as many unsold completed condos as it did in 1995.

Investors were roughly half of all new condo buyers at the peak. They have essentially disappeared.

One developer said it plainly: they would rather take the bigger loss now than be stuck carrying it for two years.

That is not strategy. That is survival.

That number on your assessment notice was set before last summer ended.

BC Assessment values every property in the province as of July 1 of the previous year. The notice that landed in your mailbox in January was already six months behind when you opened it. Sitting here in August, it is more than a year old.

Then there is how the number gets built. Mass appraisal, drawn from area sales and the property details already on record. Nobody walked through your kitchen. Nobody saw the new roof or the finished basement. The condition on file is frozen as of October 31 of the previous year, so anything you did after that is simply not in the math.

Which is why two houses on the same street can carry the same assessed value while one has been fully renovated and the other has never been touched.

None of this makes the assessment wrong. It makes it the wrong tool. Its job is to divide the municipal tax bill fairly between owners. Pricing one specific home for sale was never part of the design.

If you are weighing a move in Surrey, Langley or North Delta this fall, the number worth having is the one built from what buyers actually paid near you in the last ninety days.
