With taxes and government charges accounting for about 36% of a new home’s cost—more than a third going beyond just building expenses—it’s no surprise affordability has been a concern. Development charges alone have often surpassed $100,000 per single-family home in many areas, sometimes pushing the total extra costs up to $200,000. Recently, a joint federal-provincial program has allowed municipalities to secure funding if they reduce residential development charges by at least 30% to 50% and keep those reductions for three years. The impact is already visible: following the HST reduction, Ontario saw 8,400 new home sales in the first three months, compared to just 3,600 in the same period previously. Residential real estate insolvencies remain higher than usual, which is an important reminder for buyers to proceed with care. One way Ontario buyers of new freehold homes can protect themselves is by signing up for deposit protection within 45 days—this unlocks coverage up to $100,000 and provides earlier access to warranty guidance.

This positive shift is largely thanks to declining home prices, and Vancouver experienced the biggest drop in income needed to purchase. Mortgage rates eased slightly as well, and it’s encouraging to note that discounted fixed-rate options under 4% are still out there. Toronto Starts Fall Short of Target
Noticing a shift in Toronto’s housing market: housing starts are down 10% compared to last year. This points to a slowdown in construction activity across the city’s core. Right now, there are 37 building permits in the pipeline, connected to 6,600 condo apartment units where construction hasn’t yet kicked off. Even so, many of these projects may still move forward, since pre-sales likely took place well before this recent dip in sales activity. It’s important to remember that housing-start numbers can be a step behind what’s actually happening, since major Toronto developments move from planning to pre-sales, then permits, and only then into actual construction. So, while current stats may look subdued, there’s a good chance that as these permitted condo units move through the process, we’ll see more activity break ground ahead.
