Our Licensing position paper looks at whether selective and additional licensing schemes are actually improving standards in rented homes, and whether the cost and admin involved is fair for landlords, letting agents and councils.

We've examined how much licensing costs, whether councils are taking enough enforcement action, how often schemes are renewed, whether councils have enough staff to run them properly, and whether existing rules could be used more effectively instead.

It also looks at other ways of improving standards, such as targeting bad practice more directly, recognising good landlords and agents, and making better use of the national Private Rented Sector Database.
