"I'll just deal with the developer directly, why would I need an agent?" Fair
question. Chaim Shulman has sat on both sides of that table, and his answer
is not what the sales office will tell you.
The short version: the salesperson in that room works for the project. Their
job is to sell the units the developer wants sold first, so the best apartments
(best directions, best views, best layouts) get held back and sold later, at
higher prices. And some of the most competitively priced projects in Israel
never really reach the open market at all. They move through agents at the
"friends and family" stage, before public sales open.
Buying new construction without an agent saves you the commission. That's
usually all it saves.

The 3-bedroom is the cheapest per meter in Jerusalem.

We pulled every residential sale recorded with the Tax Authority in 17 Jerusalem neighborhoods over the last 12 months. 841 closed sales, not asking prices. This is the number that surprised us most.

3-bedroom apartments closed at a MEDIAN of NIS 39,969 per square meter. Median, not average: the middle sale, so one penthouse cannot skew it.
1-bedrooms: NIS 48,936. 2-bedrooms: NIS 42,903. 4-bedroom-plus: NIS 45,449.

The family apartment is the best-value meter in the city. Typical 3-bedroom sale: NIS 3.83M for 94 square meters.

Years ago we represented the seller of a beautifully renovated ground floor apartment in Rehavia. The Land Registry called it an apartment. The city taxed it as an apartment. The seller even had a bank mortgage on it.
Then the buyers applied for their own mortgage, and their bank's appraiser tracked down the one document nobody had opened: the building's permit file. The unit had been approved as a storage room (machsan), and the request to convert it into an apartment was never approved.
The bank pulled the financing. Under Israeli law the burden of checking is on the buyer, so the buyers lost their deposit and ended up suing their own attorney, because in Israel there is no title insurance. The seller hadn't hidden a thing. He didn't know either.
Ever since, we pull the building file for every property we take on, especially ground floor and attic apartments in older buildings, before it hits the market. The registration is not the whole story.
