Yesterday, we had the privilege of attending a dawn karakia ahead of the public opening of the full Pāpāmoa East/Wairākei Interchange from the Tauranga Eastern Link (TEL).

Set to open before Easter, this important infrastructure milestone will significantly enhance access to The Sands and the wider Pāpāmoa East/Wairākei community.

This $100M investment represents far more than new roads — it’s about building a stronger, more connected future. By easing congestion across key routes and enabling faster, more efficient travel, the interchange will improve everyday journeys for thousands. It also strengthens social and economic connections across the region, while future-proofing the network to support planned growth in the area.

A special thank you to NZ Transport Agency Waka Kotahi, HEB Construction and Tauranga City Council for delivering this project ahead of schedule, and to Mana Whenua for their guidance, partnership, and ongoing support.

🚧 Mitre 10 MEGA Pāpāmoa is officially out of the ground 🚧

Steel is now going up for the anchor tenant of the next stage at The Sands, a major milestone in this exciting development. The new ‘store of the future’ will bring innovation, convenience, and enhanced service to the growing Pāpāmoa community — while creating over 100 new local jobs.

Thanks to the teams for their hard work on this project. We’re on track to open the doors this October and look forward to contributing to the vibrant growth of the region.

We hope everyone in our community is staying safe and well during the recent weather events.

Like all residents of Pāpāmoa East and surrounding areas, the team at Bluehaven Group is keeping a close eye on recent weather events. We can advise that The Sands Pāpāmoa Beach and Excelsa Centre remain open.

Please note, State Highway 2 is currently closed from Domain Road to Sandhurst Drive. Detour routes are as follows:

Northbound: Exit the motorway onto Domain Rd → left onto Pāpāmoa Beach Rd → continue straight onto Maranui St → left onto Girven Rd → rejoin SH2 at the Bayfair Roundabout.

Southbound: Follow the route in reverse.

Please travel carefully, allow extra time, and stay safe on the roads. Look after each other.

This morning, we attended a dawn karakia before the public opening of the eastbound off-ramp to Pāpāmoa East from the TEL (happening on Tuesday 26th August).

This initial opening is a key milestone in the Pāpāmoa Eastern Interchange project, happening 9 months ahead of schedule and under budget.

The $100M investment represents more than new roads - it’s about building a stronger future by:
✅ Relieving traffic congestion
✅ Improving travel times for thousands daily
✅ Strengthening connections – socially and economically
✅ Enabling future development, which creates new jobs and supports existing jobs too

And it’s not stopping here. The full interchange is set to open early next year, further enhancing connectivity and growth opportunities for our community.

Earthworks almost complete for Stage Two at The Sands Pāpāmoa Beach, which will be anchored by a new Mitre 10 New Zealand MEGA store.

Stage Two of The Sands — Bluehaven Group’s regional development in Pāpāmoa East is scheduled to be opened in 2026.

The new Mitre 10 MEGA Pāpāmoa store will be seen from the Tauranga Eastern Link (SH2) — and have direct access via the Pāpāmoa East Interchange. Now in its final construction phase, the eastbound off-ramp of the interchange is set for early opening at the end of next month, in August 2025, ahead of the full interchange completion in mid-2026.

Once complete, The Sands will serve over 115,000 people within a 20-minute radius, with Mitre 10 MEGA Pāpāmoa showcasing this next phase of growth, including up to 100 jobs.

Construction is officially underway for the new Mitre 10 New Zealand MEGA Pāpāmoa at The Sands, scheduled to open in 2026.

This locally owned and operated store will bring:

✔️ Up to 100 new jobs

How To Find Us —

Access to The Sands will be via Emerald Shores Drive (off Pāpāmoa Beach Road), Stevenson Drive (accessible via Te Okuroa Drive) or The Boulevard, with a combination of roadways, cycle and walkways, and buses all servicing the area.

The Pāpāmoa Eastern Interchange on the Tauranga Eastern Link will offer major access to the wider region once it opens in mid-2026.
