Implementing LADM Using the Parcel Fabric as a Well Architected System

The Parcel Fabric represents a conformant implementation of the Land Administration Domain Model (LADM), as defined by ISO 19152:2012.
Since its release in 2019, it has been adopted by hundreds of organizations globally, supporting a range of deployment models including single-user file geodatabases, enterprise environments with concurrent editing, and an upcoming Software as a Service (SaaS) offering via ArcGIS Online.
This paper introduces the concept of a "well-architected system" in the context of cadastral implementations, structured around six foundational pillars: automation, integration, observability, performance and scalability, reliability, and security.
These pillars are essential for the successful operationalization of LADM in production environments.
Additionally, the paper explores how the Parcel Fabric information model extends beyond the core LADM specification to incorporate advanced capabilities such as parcel lineage, historic parcels, editor tracking, built-in configurable quality rules, and support for repeatable workflows using tasks.

An Integrated GIS-Based Framework for Sustainable Urban Planning in Mid-Sized Cities—A Case Study: Fălticeni Municipality in Northeastern Romania

This study analyzes land use dynamics in Fălticeni Municipality over four decades (1985–2025), examining the influence of major political, socio-economic, and demographic changes on urban development.
The transition from a centrally planned economy to a market economy, Romania’s democratic transformation and European integration, together with migration and population dynamics, have driven largely unregulated urban expansion at the expense of agricultural land and natural landscapes.
Recent urban growth has also extended into areas with varying geomorphological vulnerability, increasing exposure to landslide hazards, while the city continues to face challenges related to abandoned industrial areas and insufficient forested land and green spaces.
By integrating land use change analysis with physical vulnerability indicators, this study highlights the need for risk-informed and sustainable urban planning in medium-sized cities.
It proposes a planning framework based on ecological zoning, controlled urban expansion on suitable terrain, brownfield redevelopment, the establishment of peri-urban forests, and the implementation of essential infrastructure supported by comprehensive geomorphological susceptibility assessments.
The proposed approach provides practical guidance for enhancing urban resilience and can be replicated in other cities facing similar environmental and development challenges.

Climate change is expected to negatively impact agricultural production, leading to phenological and metabolic changes, increased water demands, diminished yields, and changed organoleptic characteristics, restricting the positive geographic productivity potential.
As an adaptive strategy, agriculture in mountainous regions has gained prominence despite
the fact that it entails new challenges.
Indeed, mountain-specific conditions and limitations need to be considered, compared to the traditional productive regions.
Consequently, there is a lack of information about the most suitable locations because the new conditions and limitations need to be accounted for.
This study provides a crop suitability assessment approach to be used in mountainous regions where data about crop yield or development is scarce or nonexistent.
Specifically, we evaluated the suitability of vineyards and apple orchards in the southern Pyrenees and Pre-Pyrenees.
Using Geographical Information System (GIS) techniques, integrated with fuzzy logic and the Analytic Hierarchy Process (AHP), we combined traditional climatic, soil, and topographic indicators with factors relevant to mountainous regions.
Our results indicated that the most suitable areas were primarily in lower basins and sunny hillsides, with smaller water needs.
Vineyards would benefit from a very low risk of late spring frosts and elevated solar radiation, whereas apple orchards from a reduced risk of hailstorms, a very low risk of late spring frosts, and mild slopes.
The fuzzy membership functions combined with the AHP facilitated the integration of indicators, effectively identifying areas with high potential for crop development.
This approach contributes to landscape management and planning by offering a modifiable tool for assessing crop suitability in mountainous regions.

Using BIM data together with city models
Exploring the opportunities and challenges

An increasing number of cities are creating 3D city models to support visualization and simulations in the urban planning process. The 3D city models are often extended with planned buildings. One way to facilitate this is to add simplified building information modelling (BIM) models of the planned buildings to the 3D city model. This article summarizes some of the recent academic and industrial studies of this topic.
There are several commercial and open-source tools for integrating BIM data into 3D city models). The integration is complicated, as it requires transformation between different information models (ontologies), e.g. between the open BIM format Industry Foundation Classes (IFC) and the open 3D city model format CityGML. The transformation of geometries is also challenging and includes a conversion from solid modelling (used in BIM) to boundary representations (used in city models).
In 2019, a GeoBIM benchmark was launched to study the interoperability in the GeoBIM domain, where GeoBIM stands for an integration between city models and BIM. The benchmark – which was coordinated by the 3D Geoinformation Group at TU Delft, the Netherlands – focused on the interoperability of tools implementing the CityGML and IFC standards, as well as on tools for conversion between the standards. For the latter, some extract, transform & load (ETL) scripts (mainly from Safe Software) were evaluated, and several software tools were tested on four datasets. One conclusion drawn is the problem that IFC files are modelled in different and incompatible manners in terms of the IFC elements that are used and their structure. This makes it challenging to write generic programs to convert IFC data to proper CityGML models. In addition, most IFC elements in the benchmark were translated into generic CityGML objects, which in practice would require manual inspection and modification. To tackle these challenges, the architecture, engineering and construction (AEC) domain needs to reach consensus on the standards and guidelines concerning how to model IFC models (such work has been conducted at national level in several countries). More efforts are also required to standardize the city models. Note that the latest version of CityGML (3.0, which was approved at conceptual level in September 2021) introduces some concepts to improve its interoperability with IFC.

This article has discussed the opportunities and challenges associated with utilizing BIM data together with city models. Experience has shown a large potential for utilizing BIM data in several applications to update and enrich city models. However, the technical solutions should be guided by a comprehensive understanding of the target applications.
