Logistics | Romania becomes Ukraine’s fuel lifeline

Ukraine and Romania have agreed to expand rail and river capacity for fuel transport — confirmed by Kyiv’s Energy Minister after talks between Presidents Zelensky and Dan.

Ukraine isn’t short on fuel. It’s cutting exposure to Black Sea risk before it becomes a problem.

The northern rail links to Romania exist, but they hit the same wall as Constanța: different track gauges, capacity built for a different era. Electrification work is underway, funded partly through EU-Ukraine Solidarity Lanes — but it’s playing catch-up.

Grain. Containers. Now fuel. Romania keeps becoming Ukraine’s backbone one corridor at a time, faster than the infrastructure can follow.

Assignees arriving in Romania this autumn are dealing with a border that works differently than it did a year ago.
The EU Entry/Exit System replaced passport stamps at all Schengen external borders on 10 April. Entries and exits are now recorded biometrically: fingerprints and a facial image on first registration, faster checks after that. The 90-in-180 calculation is automatic, which cuts both ways: no more arguing about a smudged stamp, but also no more benefit of the doubt.
The rollout has been uneven. Several countries have used the permitted flexibility to ease or pause checks during the summer peak, so what an assignee experiences at Otopeni may not match what a colleague experienced in Lisbon last month.
ETIAS is expected in the final quarter of this year. Unlike EES, it needs doing in advance it’s a condition of boarding, not something handled at the desk.
Short-stay business travel is where this bites first. Worth briefing travellers before it’s a problem.

Romania has officially published the List of Shortage Occupations and it changes everything for companies planning to hire non-EU workers.

Under GEO 32/2026, this list is the foundation of the entire hiring process. A D/AM2 work permit can only be obtained for occupations included on this list — no exceptions.

The list covers 289 occupations across:
→ Construction, infrastructure & installation
→ Transport & logistics
→ Hospitality, food & service
→ Manufacturing & production
→ Agriculture, care & cleaning
→ IT, technical & administrative roles

If the role you need to fill is on this list, you can move forward. If it isn’t, a different route applies.

Not all moving companies are the same. And when you're moving internationally, the difference between the right choice and the wrong one shows up when it's too late to change it.
Here's what actually matters:
→ Accreditation — look for FIDI FAIM or FAIM certification. It's the gold standard in international moving and means the company has been independently audited for quality and financial stability
→ Experience on your specific route — knowing how to move someone from Romania to Germany is not the same as knowing how to move them to Japan
→ Full service vs. transport only — packing, customs clearance, insurance and destination handling should all be covered, not left to you to figure out
→ Transparency — a reliable company gives you a clear quote, a clear timeline and a clear contact person
→ Insurance — your belongings should be covered door to door, not just while on the truck

Last week, we welcomed Daniel Wallin — Manager, Relocation Division Relo Japan K.K. — to our Bucharest offices.

Daniel is on the second leg of an international exchange programme, having spent the first week with our colleagues at Inter Relocation in Budapest 🇭🇺. RILVAN Group was proud to co-host the Romanian leg of this journey.

But this was far more than an exchange program focused on relocation best practices.

Between visits, including a session at Immigration Authority or a Home Search tour , we had valuable conversations. About how client relationships work differently in Japan and Romania. About attention to detail, long-term planning, and what a great client experience actually looks like when you strip away the cultural assumptions.

We offer similar services. But every market, every culture, brings a completely different approach and sitting across the table from Daniel made that beautifully clear.

Watching someone from the other side of the world ask the right questions about challenges we solve every day reminded us why exchanges like this matter. We didn’t just show Daniel how we work. We left the week doing things slightly better ourselves.

A new anti-dumping regulation now imposes provisional duties on polyamide yarn imports from China — published in the Official Journal of the European Union and effective immediately.

What this means in practice:
→ Higher landed costs on affected shipments
→ Updated customs declarations required
→ Import planning needs to be reviewed now
