Home Options for Middle-Income Empowerment (H.O.M.E.) is an attempt to increase density as a tool to help with housing affordability. It seems a little shocking at first, but do we need big yards in the center of the City? Is it an attempt to Chicago my Austin? And how will we know if it is working to alleviate the burden of housing costs or just bonus cash for developers? Time will tell...

Well, folks, that's all she wrote. I really appreciate all of the spirited debate that the last post inspired and I wanted to clarify my position on the topic.
First, I believe that the property owners have every right to demo a house if it doesn't suit their needs except in very rare instances where the property has true historic value- not just old, but also holding architectural and historical significance. The bar is and should remain very high.
However, I do think there should be more institutional incentives to keep all or part of a structure and there are three very compelling reason to do this.
First, over 20% of the landfill is construction related waste. Saving houses makes a huge ecological impact that benefits all of us.
Second is affordability. Keeping older homes often provides relatively affordable options vs new construction. In this case, the lot could easily accommodate several other homes that could be right-sized for singles, couples or smaller families. The right incentives might convince some property owners and developers to save more and demo less.
The third reason is the huge economic impact. Heritage Tourism is a multi-billion dollar business. People want to travel to cities that have a strong sense of place and a unique vibe. South Congress would not be the same without historic preservation and small business, restaurants and bars are some of the greatest economic benefactors. People flock to places like Paris, Fredericksburg and New Orleans to eat the local food and bask in the local architecture. Private homes and business all contribute to that unique feeling of place.
So please, talk to your local representatives about this. Ask them to work to create tools that stream line projects that save all of part of the structure, create tax breaks or freeze property taxes and waive other administrative fees. It all adds up help keep Austin weird, just how we like it.
