Illinois has only about 63 miles of Lake Michigan shoreline, yet Chicago's lakefront is public. Nearly all 26 miles of it inside the city is parkland, open to anyone, with no private beaches and no condo towers sitting on the water. Aaron Montgomery Ward spent almost twenty years and a fortune suing the city to keep Grant Park clear, and he was hated for it at the time. Burnham's 1909 plan made the principle official. Every generation since has had to defend it, and every generation has.

Go to almost any other major lakefront or waterfront city in America and try to walk the water's edge for eighteen straight miles. You cannot.

What that decision produced is a lakefront that belongs to everybody. Oak Street Beach with the skyline standing directly over it. North Avenue Beach and the boat-shaped beach house. Montrose with the bird sanctuary. Promontory Point and its limestone steps. The museum campus. Navy Pier. Sailboats in the harbors from May to October.

The lake itself does things people do not expect. It moderates the weather. It creates the lake effect that dumps snow on Michigan and Indiana while Chicago mostly watches. It turns turquoise in certain light. It builds ice shelves in February that look like the Arctic with a skyline behind them.

And the horizon is the part that gets outsiders. Fresh water running to the edge of sight with nothing on the other side. People assume it is an ocean and are corrected immediately and firmly.

Michigan has more shoreline. Wisconsin has more quiet.

Illinois built a city that looks at it.
