The 21st Century ROAD to Housing Act is the largest bipartisan housing affordability package passed in decades.

Aimed at tackling the national housing crisis, the act tackles high living costs by cutting red tape to increase the housing supply, relaxing local zoning restrictions, and preventing institutional investors from buying single-family homes.

The basics of the legislation, which passed Congress and heads to President Donald Trump’s desk to be signed into law, are broken down below:

🏠 1. Tackling the Housing Shortage
Incentivizing Local Building: The act creates a $200 million annual competitive grant program for local governments and tribes that relax local zoning and permitting restrictions to build more housing.

“Pattern Books” & Prefabricated Homes: It provides grants to local governments to adopt pre-approved housing designs (like duplexes, townhouses, or accessory dwelling units) to speed up construction. It also expands access to more cost-effective manufactured homes.

Slashing Red Tape: It modernizes federal construction programs (such as the HOME program) and streamlines the environmental review process to make building homes faster and cheaper.

🛑 2. Reining in Institutional Investors
Buying Restrictions: In a major push prioritized by the White House, the legislation includes a first-of-its-kind ban preventing large institutional investors (those owning 350 or more single-family homes) from purchasing additional single-family homes.

Protections for Renters: It establishes a renter outreach resource at the Department of Housing and Urban Development (HUD) to assist tenants of large corporate landlords in resolving disputes.

🤝 3. Modernizing Assistance Programs
Streamlining Inspections: The Act accelerates approval for Housing Choice Vouchers by allowing homes that passed specific, recent inspections to satisfy federal requirements.
Home Repairs: A new pilot program supports home modifications by offering grants and forgivable loans for repairs.

I disagree.
