For the 8th time, Guilford County is asking voters to approve a quarter cent sales tax. This November the ballot will say the money goes to "classroom teacher salary supplements (70%)."

Here's what most voters won't know: the law behind that ballot already changed once, in July, four months before anyone votes. The original definition of "classroom teacher" (someone spending at least 70% of their work time in classroom instruction) was deleted. The word "classroom" no longer appears in the spending statute at all.

As a former Special Education teacher and a Realtor watching this year's property tax bills, I pulled the actual session laws, the DPI funding definitions, and the state salary schedule, and did the paycheck math. What does roughly $4,000 a year look like to a 6th year teacher versus a 20 year teacher? Who else shares the pool? What do "supplement not supplant" and "maintenance of effort" actually mean?

The permit asks whether work was approved and inspected. The appraisal asks what the home is worth to a lender. Buyers are often surprised by which one actually holds up a closing โ€” and by the fact that unpermitted work "does not go away, it just gets passed down the chain until someone permits it or the home is one day rebuilt."
