Is There a Compromise to the Massachusetts Rent Control Ballot Question on the Horizon?

Supporters of a possible rent control ballot question in Massachusetts are offering lawmakers an off-ramp, WBUR and other media outlets reported.

The Keep Massachusetts Home campaign said it will drop its stricter ballot measure if the State House passes a bill by July 1 to repeal the statewide ban on rent control and let cities and towns decide for themselves.

Under the proposal, communities could cap annual rent increases at inflation plus 5 percent, with a maximum of 10 percent. That is less restrictive than the ballot measure, which would cap increases at inflation, with a maximum of 5 percent. The bill would also exempt some new developments and smaller owner-occupied buildings.

Backers said they developed the proposal [https://media.wbur.org/wp/2026/06/Legislative-Summary_Rent-Stabilization-Compromise-Legislation.pdf] with several large Boston-area developers, including HYM Investment Group and WinnCompanies, to avoid a costly fall campaign. But the broader real estate industry and top lawmakers have not signed on.

Housing for Massachusetts, the real estate-backed group opposing the ballot question, said no deal has been reached, called parts of the proposal problematic for housing construction, and said there have been no direct conversations between the sides.

State House Democratic leaders declined to weigh in. Gov. Maura Healey, who opposes the ballot question in its current form, has previously said she supports letting communities decide for themselves. Her office did not respond to a request for comment, WBUR reported.

If Beacon Hill does not act by July 1, 2026, supporters say they are prepared to take the measure to voters in November.
