The Atlanta City Council voted unanimously Monday to support light rail along the full 22-mile Atlanta Beltline corridor, calling on the mayor’s office to work with MARTA, Atlanta Beltline, Inc., and other city departments on an implementation and funding plan. The 14-0 vote does not authorize construction or commit the city to spending billions of dollars, but requires officials to report back by Jan. 26, 2027.

The resolution follows a multiyear transit study recommending three light rail routes: a full Beltline Loop and Northern and Southern routes connecting to downtown. The proposed system is estimated to cost about $3.5 billion and could generate roughly 4.2 million rides annually, though additional funding, planning and engineering would be needed.

Induced demand is one of the most thoroughly documented phenomena in transportation economics. Add lane capacity to a congested corridor and within 5-10 years, vehicle miles traveled on that corridor return to congested levels.

The mechanism: lower travel times attract longer trips, more frequent trips, and new trips that previously used transit or alternative routes. The new capacity fills until congestion returns to pre-expansion equilibrium.

We have known this for 30 years. We keep building lanes.
