#1 - Building owners and
landlords must send an Annual Notice to each tenant in
order to identify which units have children under six
residing in them.

#2 - Any unit with a child under 6 must be inspected
annually for lead paint hazards.

#3 - When an apartment is vacated, landlords must
conduct an inspection for lead paint hazards.

#4 - If an inspection finds more than 2 square feet of
damaged or deteriorating paint, it must be properly
abated.

#5 - Per Local Law 31, XRF inspections are required
for all residential units in pre-1960 (and some
pre-1978) buildings to test for lead-based paint before
the deadline.

#6 - Building owners must keep at least 10 years of
records pertaining to the lead-based paint history of
the property, including:
- Copies of annual notices sent to tenants and tenant
responses
- Findings from annual inspections and turnover
investigations.
- Any complaints filed by tenants
- Certification documents from lead inspectors and
abatement workers
- Notices of safe work practices
- Correspondence with DOHMH and HPD

1) Apply the diluted bleach solution (no more than 1 cup of househhold bleach + 1 gal. of H20) to the moldy surface.

2) Let it sit for 15 minutes.

3) Scrub off the mold.

4) Rinse the surface with water.

5) Dry the surface thoroughly.

Side note - Never mix bleach with ammonia-based cleansers, which can react to produce toxic fumes!

What Is X-Ray Fluorescence (XRF) Analyzer Testing?

XRF analyzers are specialized machines containing radioactive isotopes that are used to determine the elemental composition of a sample surface. ✅

Handheld XRF analyzers are used specifically by trained professionals to detect the presence of potential lead hazards. Because these machines are expensive to own and operate, XRF inspections may cost as much as several hundred dollars depending on the size of each unit being tested.

In order to be compliant with Local Law 31, testing must be performed by EPA-certified lead professionals. Typically, XRF inspections take under an hour to complete and come with an extensive report of findings detailing all surfaces inspected.

Local Law 31 inspection reports must be kept on hand and made available to HPD upon request.

Hey ! Wondering
how fast mold can grow after a water leak?

As a rule of thumb, mold starts to develop on
surfaces within 24 to 48 hours of water exposure.
But at this stage, the mold spores aren't yet visible
to the naked eye. It usually takes around 18 to 21
days for the mold spores to colonize and become
apparent.

But under favorable conditions, mold can begin to
grow as quickly as a few hours. That's why it's so
important to act quickly in the event of a water leak
or flood. Furthermore, mold releases spores into the
air as it grows, which can spread to other surfaces
that have been exposed to moisture.
